Overview of position

WFP Ethiopia is working to establish dedicated overland Fleet Capacity to ensure that WFP will have a constant yet predictable supply of trucks enabling movement of commodities along the Djibouti corridor without disruptions. Unlike the current situation, when the movement of commodities are significantly affected and reduced during peak seasons due to transport capacity prioritized for Government cargo, the dedicated Fleet trucks will ensure that sufficient trucks are available at all times and movements are not affected even during such peak season.

In order to maximize the utilization of the Fleet trucks and truck turn-around between Djibouti and in-country hubs, dedicated Convoy Management team will be established and engaged who will orchestrate the planning, positioning and movement of the trucks.

The Convoy system will ensure that:

-       Fleet trucks are allocated and scheduled for deliveries against the planned tonnage allocation;

-       Trucks are appropriately maintained and readied for deployment by concerned service providers;

-       Trucks follow the convoy schedule and route ensuring timely delivery and return to base;

 

Purpose of the Assignment

The incumbent is expected to coordinate all the Convoy operations across the corridor, ensuring that trucks are planned, loaded and moved in convoys as per the plan maximizing the turn-around and utilization of the trucks.

 

Role objectives

·       Define Logistics strategy within WFP policies and procedures and ensure effective integration of the dedicated Fleet and convoy system into WFP operations;

·       Prepare budgets for the appropriate management and functioning of the convoy activities from hiring of convoy leaders to procuring equipment for the convoy procedures;

·       Establish communication lines with all stakeholders including WFP Logistics teams in Djibouti and Ethiopia and service providers of the dedicated trucks;

·       Establish mechanisms / procedures to effectively monitor the contracted dedicated trucks and call forward efficiently for transport operations;

·       Establish and operationalize convoy management procedures with the dedicated Fleet operations;

·       Coordinate with WFP Ethiopia operations team on the cargo allocation plan for the dedicated Fleet trucks;

·       Liaise with WFP Ethiopia and Djibouti Logistics team to ensure timely allocation of cargo for the dedicated Fleet, timely Customs and documentation procedures and loading of the dedicated fleet trucks;

·       Coordinate the day to day work of the hired Convoy Leaders, and ensure Convoy leaders carry out their duties effectively in accordance to their job descriptions;

·       Establish mechanism and monitor and track the truck movements with established communication protocols / GPS tracking and report any irregularities in the movements for required actions;

·       Responsible for accident Management and to report any accidents within 24hrs to all respective parties in accordance to WFP Normative guidelines.

·       Ensure that any breakdown or trucks stuck are recovered in the shortest possible timeframe and take the necessary action required with all parties concerned.

·       Ensure that the service providers contributing to the dedicated Fleet and adhering to the contractual agreements stipulated in the dedicated Fleet service contract;

·       Regularly follow-up, monitor and document the performance of the various service providers contributing to the dedicated Fleet and establish feedback mechanism to improve the performance;

·       Prepare specific procedures in light of COVID-19 outbreak, to ensure Fleet and convoy activities can operate with precautionary measures in place;

·       Establish key performance indicators to track, measure and report performance of various stakeholders in the Fleet and convoy operations;

·       Develop tools and template to track, monitor and report on the performance of the service providers and convoy system;

·       Regularly report on the performance of the various stakeholders as per the SOPs established;

·       Supervise, guide and train staff and personnel as required;

·       Perform other related duties as required or assigned;
