Project Information The project aims to revitalize the agricultural sector and strengthen climate resilience in the southern governorates of Iraq. It seeks to address critical challenges related to water scarcity, climate change, and agricultural productivity through targeted infrastructure and capacity-building interventions. The project focuses on three key objectives: 1. Water Management: Improve water availability and increase irrigation efficiency to ensure sustainable water supply for agricultural production in the targeted governorates. 2. Climate Change Adaptation: Reduce the impacts of climate change, particularly declining rainfall and increasing water scarcity, by supporting more resilient and efficient irrigated agriculture systems. 3. Agricultural Development: Enhance the productivity and profitability of smallholder farmers and agri-businesses, contributing to improved livelihoods and economic opportunities for vulnerable rural communities. As part of its implementation responsibilities, OUR CLIENT will oversee the design and rehabilitation of irrigation infrastructure, including the lining of water canals, installation of closed irrigation systems, and rehabilitation of pumping stations. The project is expected to be implemented by a team of approximately five personnel and has an estimated budget of USD 12 million. 2. Purpose and Scope of Assignment The HSSE Field Monitor will report directly to the HSSE Senior Analyst / Project Manager and will work in close coordination with Site Engineers and other project team members. The primary function of the HSSE Field Monitor is to support the implementation and monitoring of health, safety, social and environmental measures at project field sites, ensuring that all activities are conducted in compliance with applicable HSSE standards, OUR CLIENT policies, and international best practices. The HSSE Field Monitor shall carry out routine field-level inspections, observation of work activities, reporting of hazards and incidents, and support to awareness-raising efforts among workers and contractors on construction or development project sites. Specific Duties and Responsibilities More specifically, the HSSE Field Monitor will be responsible for the following tasks: • Conduct daily site inspections to monitor compliance with HSSE requirements and identify hazards or non-conformities. • Observe and report unsafe acts or conditions to the HSSE Analyst or Project Manager and follow up on corrective actions. • Support the implementation of Contractor Health and Safety Plans as well as Social and Environmental Management Plans at the field level. • Assist in the identification, documentation, and reporting and investigation of incidents, accidents, and near-misses, including gathering witness statements and photographic evidence. • Maintain accurate and up-to-date records of HSSE inspections, checklists, and field monitoring reports. • Conduct regular field inspections to verify that the contractor is distributing appropriate PPE to all workers in accordance with the project's HSSE requirements and ESMP provisions, and monitor workers' correct and consistent use of PPE on site at all times, documenting any non-compliance and issuing corrective action requests to the contractor accordingly. • Support the induction of new workers, contractors, and visitors on site-specific HSSE rules, emergency procedures and safe work practices. • Monitor environmental compliance at site level, including waste management, Noise and dust control, water management, and protection of surrounding communities. • Assist in the implementation of the CCRM by receiving and logging community grievances at field level and escalating to the relevant team members. • Support stakeholder engagement activities and community consultations related to HSSE matters. • Participate in HSSE toolbox talks, safety meetings, and training sessions organized for field workers and contractors. • Report any social concerns or issues affecting local communities or vulnerable groups near project sites to the HSSE Analyst. • Ensure all Health and Safety signage, barriers, and demarcations are correctly installed and maintained on site. • Contribute to the preparation of weekly and monthly HSSE field monitoring reports. • Perform any other tasks assigned by the HSSE Senior Analyst or Project Manager related to HSSE field implementation. |

Qualifications and Experience Education • A Bachelor's Degree or Diploma in Occupational Health and Safety, Environmental Engineering, Environmental Science, Civil Engineering, or a related field is required. • Additional certification in Health and Safety (e.g., NEBOSH, IOSH, or equivalent) will be considered an advantage. Experience • At least 1 year of experience in HSSE monitoring or field safety supervision on construction, infrastructure, or development project sites is required. • Familiarity with HSSE inspection checklists, incident reporting forms, and field documentation is required. • Experience with international organizations or UN agencies is considered an advantage. • Knowledge of environmental and social safeguards is an asset. Language • Fluency in Arabic is required. • Working knowledge of English is desirable. 4.
