| Overview of position |
Libya conducted its most recent Multiple Indicator Cluster Survey (MICS7 Libya) under the Bureau of Statistics and Census (BSC), with our client echnical support. As Libya faces evolving demographic, social, economic, climate-related and humanitarian challenges, the need for timely, high-frequency data for evidence-based planning and policy has grown. To support responsive decision-making, our clienthas introduced MICS Plus – a high-frequency household monitoring system that complements the full MICS using Computer-Assisted Telephone Interviewing (CATI) to generate periodic updates on selected indicators while maintaining statistical rigour and alignment with the MICS methodology. Libya will implement two rounds of MICS Plus, building on the MICS7 Libya evidence base and sample frame, supporting national monitoring priorities and strengthening BSC’s long-term capacity to run high-frequency phone-based household surveys. our client Libya is recruiting a national consultant to support BSC in the planning, management, coordination and execution of MICS Plus. The consultant provides technical and coordination support to BSC, works closely with BSC focal persons, reports to our clientLibya Country Office, and maintains close collaboration with the our client Regional Office and Headquarters MICS teams. In addition to MICS Plus, the consultant will support finalization of MICS7 Libya (survey report and GIS outputs), Multiple Overlapping Deprivation Analysis (MODA) / multidimensional child poverty analysis, and our clientLibya programme monitoring – including follow-up with sections and partners on eTools reporting and data collection via ActivityInfo. MICS Plus requires specialized technical expertise in high-frequency CATI-based household surveys, sample design, CATI system development, data processing and analysis that is not available within existing office capacity. A dedicated national consultant is needed to provide continuous technical and coordination support to BSC across both rounds, ensuring methodological rigour, timely delivery and transfer of capacity to national counterparts. |
