Overview of position	Background Information - Programme PSC Project Unit in South Sudan delivers services for United Nations Mine Action Service (UNMAS) in support of the United Nations Mission in South Sudan (UNMISS) and their mandate, under SCR 2820 (2026) and its four main objectives, particularly in terms of the Protection of Civilians and in Creating Conditions Conducive to the Delivery of Humanitarian Assistance. This is achieved through a carefully designed and managed operational reach that is necessary, flexible and fit-for-purpose, consisting of 11 manual third-party contracted and splitable clearance teams, overseen by a small Operational/QA capacity. Hub Context (PSC GPO, NYPO, Peace and Security Cluster (PSC) The New York Portfolios Office (NYPO) manages UNOPS' New York-based portfolios, delivering project and programme management, procurement, HR, and financial services to global partners, from the UN Secretariat to Member States. NYPO strategically positions UNOPS with these partners, fostering collaboration to achieve growth and leveraging expertise in global portfolio design and implementation. We support the broader SDGs and 2030 Agenda, primarily assisting the UN Secretariat and other New York-based UN entities with a global reach. NYPO encompasses the Peace and Security Cluster (PSC), focusing on explosive threat management, and the Sustainable Development Cluster (SDC), providing diverse operational support to the UN system in New York.
Role objectives	The National Mine Action Operations Assistant (MAOA) will support the implementation, coordination, and monitoring of mine action activities carried out throughout South Sudan. This role involves deployment to field duty stations across South Sudan to assist the assigned UNMAS Mine Action Operations Specialist (MAOS) during operational visits to clearance tasks. The National Mine Action Operations Assistant will support the management of mine action activities conducted by Mine Action Implementing Partners to ensure compliance with approved Task Implementation Plans, Standard Operating Procedures (SOPs), International Mine Action Standards (IMAS), and the South Sudan National Technical Standards and Guidelines (NTSGs). The position is critical for the safe, effective, and efficient execution of mine action activities, providing essential operational, technical, and contextual support to the UNMAS MAOS. This role offers a unique opportunity to contribute directly to humanitarian mine action efforts in South Sudan, ensuring the safety and well-being of communities. It provides hands-on experience in operational coordination, compliance monitoring, and technical support within a critical UN mandate, fostering professional growth in a challenging and impactful environment. The National Mine Action Operations Assistant (MAOA) supports the implementation, coordination, and monitoring of mine action activities, ensuring compliance with international and national standards. The MAOA provides operational, technical, and contextual support to the Mine Action Operations Specialist, contributing to the safe, effective, and efficient delivery of mine action in South Sudan. The incumbent will carry out the following duties: Keep abreast of South Sudan National Technical Standards and Guidelines (NTSGs), IMAS and the Standard Operating Procedures (SOPs) of all Mine Action Implementing Partners working in South Sudan, including task-specific Implementation Plans. Support the UNMAS MAOS in monitoring all mine action operations to ensure adherence to Statements of Work, Implementation Plans, SOPs, South Sudan Mine Action Standards and IMAS. Support UNMAS MAOS during operational visits and external quality management activities in the assigned Area of Responsibility (AoR), including supporting field monitoring, at a minimum once a month. Support monitoring and evaluation of technical aspects of survey, land release, minefield clearance, BAC and EOD activities. Contribute to the preparation and follow-up of operational monitoring reports following field visits. Assist in compiling, reviewing for completeness, and organizing of Daily Progress Reports (DPRs), survey reports, demolition plans and other operational documentation from the Mine Action Implementing Partners. When specifically tasked, support communication and coordination activities with UNMISS components, humanitarian agencies, national authorities and other stakeholders, and relay information to the relevant UNMAS personnel. Support the collection and sharing of information on local security situations and provide suggestions on local operational dynamics, including social tensions and community-related issues. Assist in providing administrative and technical support for the reviews of South Sudan NTSGs, as required. Support the preparation of operational reports and submissions to UNMAS HQ in Juba. Assist with operational coordination and logistical follow-up related to mine action activities. Support the maintenance of UNMAS office and operational assets including vehicles and assist in promoting compliance with applicable HSSE requirements. Support the delivery of EORE activities when required. Perform any other task designated by the Operations Office in Juba.

Experience in commercial mine action or humanitarian mine action. Knowledge of International Mine Action Standards (IMAS), the South Sudan NTSG & IMSMA. Knowledge of all ammunition types encountered in South Sudan. Computer literacy, experience in using MS Office. Valid Driving License (Ability to drive off-road vehicle) Experience in Ground Penetrating Radar detection systems, mechanical clearance, Mine Detection Dogs (MDD). Experience with the QA and QC. processes regarding humanitarian mine action. Detailed knowledge of ammunition and explosive ordnance encountered in South Sudan.
