Overview of position

Under the overall supervision of National Programme Officer (Protection) and the direct supervision of Senior Project Associate (Protection), and administrative supervision of relevant Head of Sub Office, the incumbent will be based at our client Reception Center and will assist the Protection Unit in conducting basic screening and referral of vulnerable undocumented returnees in the border crossing points.

 

The incumbent will work on a shift basis, including day, evening, night, and weekend shifts, depending on operational requirements. Working hours will follow the official eight (8) hour working day in line with our client rules and operational planning.

Role objectives

Core Functions / Responsibilities:

  • Maintain physical presence at border point during assigned day or evening shifts based on operational needs and return moments.

  • Provide help desk support, including information dissemination, access to free calling services, and appropriate signposting to available services, and maintain clear our client visibility so that returnees can easily identify, approach, and access assistance when needed. Timely notify the immediate supervisor of emerging returnee trends and identified gaps, including concerns related to PSEA, misconduct, and the application of protection mainstreaming principles, to support appropriate follow‑up and corrective actions.

  • Participate in briefing undocumented returnees on available our client Protection Assistance services.

  • Contribute to providing information to undocumented returnees about the Awaaz Afghanistan-UN call Center services as accountability and feedback mechanism at the border point.

  • Keep regular contact with DoRR staff, in coordination with the immediate supervisor, at the border point and with Protection staff in the province of duty station and in Kabul to support coordination related to return issues.

  • Assist in identifying, conducting basic screening, and referring vulnerable individuals requiring assistance based on established procedures and referral pathways.

  • Assist in organizing capacity building activities for partners at the border’s points on the identification, protection screening and referral of protection cases.

  • Compile and share regular updates and figures of the overall return movements, including pushed back, deported and spontaneous returnees, with Protection staff in Kabul.

  • Perform any other tasks assigned by supervisor.

 Required Qualifications and Experience

Education:

  • Bachelor’s degree in political science, Social Science, International Relations, Development Studies, Human Rights, Law or related fields from an accredited academic institution with one (1) year of relevant professional experience;

            Or

  • High school diploma with three (3) years of relevant professional experience.

  Experience:

  • Minimum one (1) year experience of screening, identification, registration, or related field activities.

  • Experience working in the protection sector is an advantage.

  • Experience working closely with beneficiaries in field locations is an advantage.

 Skills:

  • Good written and oral communication skills, ability to liaise with external parties.

  • Good interpersonal and problem-solving skills.

  • Flexibility in working overtime when needed (required).

  • Computer literacy including Microsoft Word and Excel.

  • Ability and willingness to collaborate with and support people from different ethnic groups and different religions.

 Languages:

  • For all Applicants, fluency in English is required (oral and written).

  • Working knowledge of Dari and Pashto is required.

  • Fluency in all national language(s) are highly advantages.
