Qualification Bachelor’s degree in Bachelor’s degree in Security Management, Risk Management, International Relations, Political Science, Business Administration, Humanitarian Affairs, Law Enforcement, Military Studies, or another relevant field is preferred. (essential).
Certificate in Relevant professional security certifications or specialized security/risk management training will be considered an added advantage. (essential).
Additional qualifications in Candidates with substantial relevant field experience in lieu of formal academic qualifications may also be considered. (essential).
Sector experience Minimum of Minimum 5–7 years of progressively responsible experience in security management, risk management, humanitarian security, or operational field security roles. Demonstrated experience working in high-risk, conflict-affected, or complex operational environments is required. Prior experience supporting humanitarian, development, UN, NGO, or international operations is strongly preferred. Proven experience in: Security risk assessments Incident and crisis management Personnel movement tracking and travel risk management Security reporting and analysis Staff safety and duty of care implementation Security briefings and training delivery Stakeholder liaison and coordination Familiarity with UNDSS security frameworks, humanitarian security coordination mechanisms, or NGO security risk management systems is considered an advantage. year/s of demonstrable relevant experience in a field security role preferably in high risk or conflict zone(s) (essential).
Geographical experience Minimum of This is a national role. Prior professional experience working in Myanmar is strongly preferred. Candidates should demonstrate strong understanding of the political, social, cultural, and security dynamics affecting operations across Myanmar. Experience supporting operations in remote, conflict-affected, or access-constrained areas is highly desirable. Existing networks and coordination experience with local stakeholders, humanitarian actors, community representatives, or security focal points within Myanmar will be considered an asset. Experience in Southeast Asia or other fragile operational contexts is advantageous. year/s of experience in Asia (essential).
Languages Fluent in Burmese (essential).
Fluent in English (essential).
Working level in any local language(s) (desirable).

Overview of position

The Field Security Officer is responsible for supporting the effective implementation of security risk management and duty of care measures for CTG personnel operating in Myanmar. The role focuses on monitoring and analysing the security environment, supporting movement management processes, conducting security risk assessments, coordinating incident response activities, and providing timely security advice to staff and management. The position also maintains liaison with relevant stakeholders, including clients, humanitarian actors, and security counterparts, while supporting compliance with CTG security procedures and operational risk management frameworks to enable safe and effective programme delivery.

Role objectives

Consultant Inductions and Risk Management Training

  • Conduct security and risk management inductions for all newly onboarded consultants and staff.

  • Provide regular security briefings and updates regarding the evolving operational and security environment in

    Myanmar.

  • Deliver security awareness and risk management training sessions for consultants and staff as required.

  • Travel to operational areas to provide in-person briefings and support where feasible.

  • Develop and maintain security training materials relevant to Myanmar operations.

  • Maintain and update Standard Operating Procedures (SOPs) related to security induction and training

    within the CTG Risk Management Manual.

Consultant Movement Management

  • Provide security advice to CTG staff, consultants, and project teams regarding travel and field deployments.

  • Review and process movement requests based on risk assessments of areas, routes, and security conditions.

  • Monitor staff and consultant movements through established communication procedures before, during, and after travel.

  • Maintain and regularly update CTG’s Movement Request Tracker.

  • Ensure travel tracking and emergency communication procedures are followed by all personnel.

  • Update SOPs related to travel and movement tracking.

Security Information Management and Reporting

  • Collect and analyse operational and security related information relevant to staff safety and programme implementation..

  • Monitor operational access, and security developments that may impact CTG Operations and personnel.  

  • Maintain professional coordination with relevant operational stakeholders, local contacts, humanitarian organizations, and security focal points.

  • Track security developments affecting project locations and transport routes.

  • Share timely operational safety updates and advisories.

  • Contribute to the preparation of periodic security situation reports.

Client and stakeholder Liaison

  • Maintain effective working relationships with client security managers and relevant security stakeholders.

  • Liaise with UNDSS, humanitarian organizations, and other relevant actors where appropriate.

  • Support coordination with client security departments regarding access restrictions, security protocols, or operational challenges.

  • Provide updates to clients regarding CTG security procedures and risk mitigation measures where required.

Risk Assessments

  • Conduct security assessments of project locations, offices, and facilities where CTG personnel operate.

  • Identify vulnerabilities and recommend mitigation measures.

  • Maintain updated security assessment records and recommendations.

  • Conduct periodic reviews of operational environments to ensure appropriate security measures are implemented.

Incident Management

  • Maintain the CTG consultant tracker ensuring up-to-date contact details and security focal points.

  • Conduct accountability checks for all consultants and staff in the event of security incidents or emergencies.

  • Follow CTG incident management SOPs when personnel cannot be located or are involved in security incidents.

  • Liaise with relevant stakeholders during incident response where necessary.

  • Prepare incident reports and ensure timely documentation of all security incidents.

  • Support emergency response and crisis management procedures when required.

Security Planning and Compliance

  • Support implementation of CTG security procedures and risk management frameworks.

  • Contribute to the development and periodic review of CTG security plans and procedures.

  • Ensure compliance with CTG duty of care obligations and security protocols.

  • Provide security input into operational planning and project implementation.

Team contributions

  • Participate in CTG Myanmar team meetings and risk management meetings.

  • Contribute to situation reporting and security updates for senior management.

  • Provide recommendations to improve operational security processes.

  • Support recruitment processes for security-related roles where required.

Project reporting

The Field Security Officer will report to Senior Regional Risk and Security Manager for Asia and will also work closely with the Senior Account Manager.

  • Strong communication and interpersonal skills, including the ability to provide clear security briefings and advisories.

  • Ability to work independently with minimal supervision while maintaining strong coordination with wider operational teams.

  • Good understanding of humanitarian operating environments and duty of care obligations.

  • Strong organizational and problem-solving skills.
