Overview of position

Project Information

The Infrastructure for Safe Drinking Water Supply in Afghanistan (BDWSP) project is an initiative aiming at promoting safe drinking water supply at the local level in the Dasht-e-Barchi (Best Azari) district #13 of Kabul province, which is severely impacted by a lack of clean drinking water.

This project is dedicated to the development of a safe drinking water supply system in the area to assist the local community in gaining access to clean drinking water through the construction of water reservoirs in the area, which will produce enough clean drinking water for approximately 1,350 households.

2. Job-Specific Information

Under the supervision of the Project Manager, the Mechanical Engineer will be responsible for the following:

1. General Construction

● Plan and coordinate work activities with the Project Manager and in close coordination with the Construction Management Engineers.

● Contribute to the development, implementation, monitoring, and updating of the Project plans and strategies in order to ensure delivery to the scope, budget, and time.

● Provide technical input to the Project Manager on engineering issues related to their area of expertise.

● Provide oversight of project progress and quality to ensure on-time delivery.

2. Design Management

● Support the project team in reviewing the design briefs and the design reports that address stakeholder requirements and specifications.

● Support the project team in reviewing design documentation ie; drawings, BOQ and specifications to meet the required quality and detailing as stipulated by the Project Manager.

● Work closely with project team members during the planning phase, particularly in reviewing the assessment report and the design and procurement phase, which summarize the scope of work to meet the beneficiary's needs.

● Scheduling tasks and developing an integrated design.

● Review the design documents to ensure they meet the quality standards.

● Contribute to the design review services meeting the Client’s Design requirement and support the project team in QA/QC relevant activities to ensure that the relevant sections in the design comply with the international standards and codes of practice.

● Review mechanical installations and services which involve completing the integration and connections to and from one water reservoir, one water well, 1 pump house, chlorination systems, and water distribution systems Additionally:

● Provide guidance in the design and development of electrical works to meet technical objectives

● Assists in the review and improve electrical design drawings, specs, and BOQs for compliance with standards
● Assist in outlining design requirements and procurement of design services, including bid analysis

3. Construction Supervision

● Join the project team during the site inspections and assessments as required and draft the assessment reports.

● Supervise specific construction works as per the contractual provisions and the design specifications. Ensure quantity/quality control and time schedule consistency.

● Verify that works are consistent with the project technical specifications and inform promptly of eventual deviations where required.

● Provide regular supervision of the project work progress and quality for on time delivery. Ensure respect for Health and Safety procedures on the site and report any irregularity.

● Review the design of mechanical, electrical and plumbing services of projects.

● Review and approve submittals of technical materials and shop drawings submitted by the Contractors for mechanical, electrical and plumbing services of projects.

● Manage testing, commission, training and handover of mechanical, electrical and plumbing deliverables to clients.

4. Knowledge management

● Provide training and technology transfer to national personnel and contractor’s personnel and advice on good construction practices, good environmental management practices, and appropriate health and safety standards during construction.

● Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.

3. Qualifications and Experience

a. Education

● A first-level university degree (Bachelor's Degree or equivalent) in Mechanical Engineering or related fi eld is required.

b. Work Experience

● At least 2 years of progressively responsible experience in Mechanical and Plumbing systems design, supervision, and construction for medium to large-scale construction projects is required.

DESIRABLE EXPERIENCE

● Experience with mechanical, electrical, and plumbing systems in water facilities, potable water networks, and systems is highly valued. Understanding these systems is crucial for successful project implementation in the water sector.

● Knowledge of AutoCAD and/or MicroStation.

● Previous working experience within an international development context.

● A license/Board Certification in Mechanical Engineering is desirable.

c. Languages

● Fluency (oral and written) in English is required.

● Pashto and/or Dari languages are desired.
