Overview of position

The Field Security Officer (FSO) provides practical, field-based security support to enable safe programme delivery across the Gaza Strip.

The role strengthens CTG’s Duty of Care by supporting the Country Manager and programme teams with contextual risk analysis, movement coordination, incident support, and liaison with relevant humanitarian and security counterparts, while ensuring alignment with CTG’s global risk framework.

The FSO operates as an embedded operational support function, reinforcing country management accountability for security and duty of care. The role is advisory and coordination-focused, working within established humanitarian access, deconfliction, and movement coordination mechanisms.


Role objectives

Context Monitoring & Risk Analysis

Monitor the security environment across Gaza, tracking key threats, trends, and operational risk indicators.

Produce concise, practical security updates and advisories to inform programme planning and field activities.

Flag emerging risks or changes in operating conditions to the Country Manager and Global Risk Director.


Movement & Travel Risk Management

Support the review and coordination of staff and consultant movements in line with CTG Safe Travel Procedures and agreed humanitarian coordination mechanisms.

Advise on routes, journey planning, communications, and contingency measures appropriate to the Gaza context.

Support staff check-in procedures and movement tracking as applicable.


Briefings & Security Awareness

Deliver security briefings and inductions for staff and consultants.

Reinforce security awareness and good practice through regular engagement with teams.

Ensure staff understand realistic constraints and available support arrangements in the current operating environment.


Incident Support

Support incident response and information gathering during security events, in coordination with the Country Manager and relevant partners.

Ensure incidents and near-misses are reported accurately through CTG systems.

Contribute to After Action Reviews and lessons learned processes.


Liaison & Coordination

Maintain working-level coordination with relevant local stakeholders, humanitarian security actors, community interlocutors, client security focal points (including Save the Children), and UNDSS or mission security counterparts where relevant, in support of safe programme delivery.

Support information-sharing, coordination, and practical problem-solving during incidents or access constraints, in close coordination with the Country Manager and as delegated by country management.


Security Planning & Documentation

Support the development and maintenance of practical country security annexes, SOPs, and checklists aligned with CTG standards and operational reality.

Ensure security documentation is usable, current, and proportionate to the Gaza context.


Training & Capacity Support

Support delivery of security-related briefings, refresher sessions, and scenario-based discussions.

Provide practical coaching and guidance to strengthen in-country security awareness and capacity.

Identify recurring gaps or challenges and escalate them to the Country Manager and Global Risk.


Project reporting

This role has dual reporting lines :

Operationally, this role reports to the Country Manager (Gaza)

Functionally and technically, this role reports to the Global Risk Director

Key competencies

Education

- University degree or equivalent professional experience in a relevant field (e.g. security management, international relations, humanitarian operations, risk advisory, or related disciplines)

 

Experience

- 3-5 years’ experience in security, access, risk advisory, or operational support roles in complex, fragile, or conflict-affected environments.

- Proven ability to operate in complex stakeholder environments, including coordination with local stakeholders, community actors, clients, and international partners

- Experience contributing to incident response and operational decision-making under pressure, with sound judgement and discretion


Languages:

- Fluent English (written and spoken)

- Arabic (spoken) strongly preferred

- Knowledge of the local context and operating environment in Gaza is an asset

Competencies: 

- Strong contextual judgement and situational awareness.

- Ability to build trust with diverse stakeholders in sensitive environments.

- Demonstrated experience drafting and operationalising security procedures and SOPs in complex environments.

- Ability to support and structure security responses during incidents, including first-hour actions and coordination.

- Strong judgement in dynamic environments, with the ability to translate risk analysis into practical guidance.

 

Travel Requirements: Working Conditions: This role is based in Gaza and requires flexibility to work irregular hours and provide support during incidents or emergencies, including weekends and holidays.
