Overview of position
  • The “Addressing the issue of missing persons through supporting meaningful victim participation and building responsive justice and security sector institutions“ project (or “Missing Persons Project”) implemented by UNSMIL and our client , is funded by the Government of the Netherlands seeks to explore possible innovative approaches to reconciliation and transitional justice in Libya. As part of the project, research is being conducted through inclusive consultations with families and documentation of violations, in order to provide tailored recommendations on addressing the fate of missing persons in Libya. 

  • Based on inclusive consultations with families across Libya, UNSMIL and our client have noted the crucial need for increased MHPSS support and plans to offer individual and group counselling sessions through a network of trained mental health experts with specialization in assisting families of disappeared while also establishing peer-support circles, talk therapy sessions, and memorialization projects, particularly for women and youth affected by disappearances in target areas. To that end, MHPSS experts will be trained on the specific needs of families of missing persons and trauma-sensitive therapy.

  •  Within this context, Our client  and UNSMIL seek to engage two national MHPSS consultants (one man, one woman) to strengthen the capacities of civil society organizations and relevant national institutions that interact with families of missing persons, and to provide technical advisory support for the establishment of a coordinated MHPSS referral system. The consultancy focuses on capacity-building, institutional guidance, and system design, rather than the direct provision of MHPSS services.

  • Under the supervision of the our client Rule of Law Project Manager and UNSMIL Human Rights Team, and in collaboration with the other selected contractor, the Contractor will provide capacity building and support the establishment of a referral system providing MHPSS services to families of missing persons in Libya.

  • The consultancy will strengthen the capacity of Libyan CSOs and MHPSS experts and institutions to provide quality services to families of missing persons.

  • The assignment will also support the establishment of a coordinated MHPSS referral system for families of missing persons, including through stakeholder consultations, mapping of existing services, and the drafting of a practical standard operating procedure (SOP) to guide referrals between CSOs, MHPSS providers, and relevant national institutions.

The consultant will prepare a training module for CSOs and relevant institutions (such as outreach and family units of GASIMP, MoSA) to reinforce participants’ understanding of a trauma-sensitive approach to MHPSS for cases involving missing persons, and provide them with practical tools to:

  • Support families in accessing tailored MHPSS programs.

  • Strengthen trust between affected families and MHPSS service providers and institutions.

  • Contribute to the establishment of one-stop shops for families in target areas by providing MHPSS services.

  • Ensure a gender-sensitive approach when providing MHPSS to families.

The training activities will target:

  • Civil society organizations, including members of the families’ network involved in psychosocial support.

  • Institutional actors who interact directly with families of missing persons, such as the outreach and family units of GASIMP, NCHRCL monitoring team, MoSA, GAFCMWMA, and other relevant entities.

Role objectives

Under the supervision of the Our client Rule of Law Project Manager and the Transitional Justice Specialist, the consultant will be responsible for:

  • Technical advisory support on MHPSS referral system.

  • Advising on the establishment of a referral system providing MHPSS services to families, based on comparative experiences and the specificities of the Libyan context.

  • Mapping existing MHPSS services, CSOs, and institutional entry points for families of missing persons.

  • Advising on roles and responsibilities of CSOs and institutions within the referral system.

  • Drafting a concise SOP outlining referral criteria, consent, confidentiality, and follow-up.

  • Providing practical recommendations for piloting the referral mechanism in selected locations.

  • Capacity Building and Training.

Designing and delivering contextually tailored training program targeting:

  • CSOs providing psychosocial support to families of missing persons and institutional actors interacting with families, with differentiated content adapted to each audience.

  • Submitting a final report summarizing the consultancy outputs and recommendations for next steps.

  • Report based on providing MHPSS services in target areas.

Project reporting

Apart from the report, the Contractor is expected to continuously liaise with the Project Team, and update them on progress, or any complications during the process.

Key competencies
  • Prior experience in designing mental health programs and policies is an advantage.

  • Prior experience with victims of violations (torture, enforced disappearances)

  • Experience working with international agencies is an asset.

Team management

This role has no team management responsibility.

Further information
  • If she / he is not based in Tripoli, the consultant is expected to travel to Tripoli to attend and support the facilitation of the two 2-days trainings. The travel should be for 5 days/5 nights. 

  • The consultant will also travel to the two target locations in Western Libya, as part of the stakeholders mapping exercise. All fees (transportation allowance and Daily Field Allowance) related to these two travels should be included in the financial proposal and will be paid by our client.
