Overview of position

Our client in Libya is expanding its operational capacity in the Eastern region, particularly through its Benghazi Field Office, to ensure the effective delivery of health, nutrition, and WASH supplies to government partners and field locations. Due to the decentralized nature of supply chain operations in Libyaand the increasing volume of shipments destined for Eastern Libya—there is a heightened need for dedicated logistical support that ensures smooth coordination between Our client, the Ministry of Health, customs authorities, warehouse teams, and third-party logistics providers.

The operational environment remains complex, involving multiple administrative steps for customs clearance, Diplomatic Exemptions, Release Permits, and transport coordination. Timely movement of supplies is essential to maintain Our client’s programmatic commitments, especially for interventions supporting primary healthcare facilities, emergency response, refugee-related activities, and routine programme delivery. Ensuring documentation accuracy, minimizing delays at entry points, and maintaining efficient communication between Tripoli and Benghazi supply teams are therefore critical.

Effective and timely delivery of Our client supplies to Eastern Libya is critical for sustaining programme implementation in health, nutrition, and WASH. However, the current operational environment requires continuous, hands-on logistical follow-up with multiple government authorities—including the Ministry of Health departments, customs offices, and port/airport entities—to secure clearances and ensure uninterrupted movement of goods. These processes are highly documentation-intensive, time-sensitive, and require daily physical presence to avoid delays that could directly impact lifesaving program activities.

Given the increased volume of Our client shipments to Benghazi and surrounding areas, as well as the growing reliance on the Benghazi Field Office for emergency response and routine programme support, the existing staff capacity is insufficient to manage all logistics workflows. The Child Survival & Development team requires dedicated support to handle customs clearance, movement of documentation, tracking of shipments, and coordination with clearing agents and transport providers. Delays or errors in these processes risk stockouts at health facilities, interruptions in service delivery, and reputational or compliance concerns for Our client.

The Logistics Assistant role is therefore essential to strengthen the field office’s operational capacity, ensure proper handling of shipping documentation, maintain alignment with MoH requirements, and secure timely release and delivery of supplies. This position fills a critical operational gap and supports efficient, compliant, and accountable supply chain operations in Eastern Libya.

Role objectives

    Collect, prepare, and deliver shipment and customs documentation betweenOur client, MoH, and relevant authorities in Benghazi.

    Coordinate and follow up on customs clearance processes for incoming shipments to eastern Libya, ensuring documents are correctly stamped, submitted, and returned

    Liaise with customs authorities, clearing agents, and transporters to ensure timely collection, submission, and release of documents and supplies.

    Maintain accurate records of shipments, including (airway bills, bills of lading, packing lists, and customs documentation, etc.), and ensure copies are properly filed and shared with relevant parties.

    Physically follow up on the movement of supplies and documents between Tripoli, Benghazi and other areas in coordination with Supply unit and warehouse supervisor, and customs points to ensure clearance and delivery are not delayed

    Support the preparation, submission, and retrieval of Diplomatic Exemption (DE) and Release Permit (RP) requests from MoH and relevant institutions

    Support the development and maintenance of a shipment tracking system for field-level deliveries

    Assist in the inspection and receipt of goods at the Benghazi warehouse or delivery points and ensure related paperwork (GRN, inspection forms) is properly signed and filed

    Ensure all original shipping documents are archived, scanned, and shared with the operation associate in the field office, supply unit,  and MoH focal points for record-keeping.

    Deliver messages, obtain signatures, and attend logistics-related meetings when requested by the supervisor to ensure continuous workflow between MoH and Our client

    Monitor the performance of clearing and transport service providers and report any issues to the Child Survival & Development officer.

    Provide administrative support for invoice processing, document stamping, and courier dispatches related to shipping and logistics services.

    Project reporting

    The performance of the Logistics Assistant will be monitored through a combination of routine supervision, task-based tracking, and documentation reviews. Oversight will be provided by the Child Survival and Development (CSD) Officer in the Benghazi Field Office, with technical coordination from the Tripoli Supply Unit. Progress will be assessed based on the timeliness, accuracy, and completeness of logistics documentation, as well as the efficiency of customs clearance, delivery follow-up, and communication with partners.

    Reporting Requirements

    The consultant will be required to provide structured and timely updates on all logistics activities, including:

    Status of ongoing and incoming shipments (documentation progress, clearance stage, bottlenecks, and expected release timelines).

    Daily updates on documentation submission, signature collection, and follow-up with MoH, customs, and authorities.

    Weekly summary reports highlighting key actions completed, challenges encountered, and upcoming priorities.

    Monthly consolidated progress report summarizing results, issues requiring management attention, tracking lists, and archiving status.

    Supportive documents such as scanned copies of airway bills, bills of lading, packing lists, DE/RP submissions, GRNs, and inspection forms.

    Format and Templates

    Reports should be submitted in the formats used by the Benghazi Field Office and Tripoli Supply Unit, typically including:

    Shipment tracking spreadsheets

    Clearance status dashboards

    Weekly narrative updates

    Monthly progress (narrative + annexed tracking tables)

    Document archive folders (digital scans)

    Submission Frequency and Deadlines

    Daily updates: Informal, shared with the CSD Officer (via email, WhatsApp, or Teams) by end of working day.

    Weekly report: Every Sunday before 12:00 PM (or the first working day of the week).

    Monthly progress report: Submitted by the 5th of each month covering the previous month’s activities.

    Ad-hoc reports: Upon request by the supervisor, Supply Unit, MoH, or senior management.

    Quality Assurance

    All reports must be:

    Clear, accurate, and supported by documentation

    Consistent with Our client supply and logistics procedures

    Properly archived and submitted on time

    Reflective of risks, delays, and mitigation actions

    Key competencies

    Strong organizational skills and attention to detail.

    Ability to handle official correspondence and documentation under time pressure.

    Good communication and interpersonal skills for frequent interaction with government staff.

    Basic computer literacy (MS Word, Excel, and document scanning/filing).

    Capacity to identify potential delays, bottlenecks, or discrepancies in documentation and propose immediate mitigation measures.

    Initiative to physically follow up on processes and ensure momentum across ministries and customs points.
