Overview of position

The Umbrella Programme to Support NBSAP Update and the 7th National Reports will support countries in revising and updating their National Biodiversity Strategies and Action Plans (NBSAPs) to align with the recently agreed Kunming-Montreal Global Biodiversity Framework (KM-GBF) and enable effective implementation of the Convention on Biological Diversity (CBD) at the national level. In addition, this grant supports countries in preparing and submitting their 7th National Report on the implementation of the Convention on Biological Diversity and the KM-GBF. This Global Programme will be responsive to CBD guidance on developing NBSAPs and completing the 7th National Report, including recent COP15 outcomes and decisions. It will also build upon existing work through the Global Biodiversity Framework Early Action Support (GBF-EAS) that is ongoing, as well as support to countries to develop biodiversity finance plans through the recently approved “Umbrella Programme to Support Development of Biodiversity Finance Plans.” The project implementation units of all three initiatives will coordinate to ensure that resources from both projects are used effectively and efficiently towards the update or revision of the National Biodiversity Strategies and Action Plans and the preparation of the 7th National Reports in the targeted countries.

Within this overall background, a Biodiversity Technical Specialist is being sought to collaborate with the Project Technical Coordinator in supporting the collection and technical analysis of biodiversity data, as well as the monitoring of progress toward the Kunming-Montreal Global Biodiversity Framework goals and indicators, alongside national biodiversity goals and indicators.The Biodiversity Technical Specialist will provide technical guidance on methodologies for the Seventh National Report including biodiversity data collection, analysis, and reporting. This includes the supervision and guidance of the technical working groups on the use of relevant tools and technologies, as well as supporting the development of indicators to monitor progress.

Role objectives
  • Provide oversight and guidance to working groups during the data collection process for the 7th National Report.

  • Incorporate updated biodiversity data, case studies, and policy recommendations to develop a comprehensive report for submission to the CBD Secretariat.

  • Prepare the draft 7th National Report in collaboration with the Project Manager and the Project Technical Coordinator including:

  • Conduct workshops to gather feedback from stakeholders on the revised 7th National Report, ensuring their inputs are incorporated into the final documents

  • Integrate stakeholder feedback from the validation workshop into the final versions of the 7th National Report.

  • Conduct a thorough revision and enhancement of key NBSAP documents to ensure they are up-to-date and effective

  • Complete the process with the official submission of the 7th National Report to the CBD Secretariat, ensuring all requirements are met.

  • Develop a full document for the 7th to be published in both Arabic and English Languages.

  • Propose and implement any enhancements and improvements to NBSAP III.

Project reporting

The Biodiversity Technical Specialist will work under the direct supervision of the Project Manager.

Key competencies
  • Master’s degree in environment/natural resource management, biodiversity, or a closely related field, or another field combined with relevant work experience.

  • Bachelor’s degree in the areas mentioned above in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university

  • Minimum 7 years (with master’s degree) or 9 years (with bachelor’s degree) of relevant experience in the implementation of environment/biodiversity, ecosystems conservation, protected areas, nature protection or other related.

  • Experience in the preparation of the National Biodiversity Strategies and Action Plans and the National Reports of biodiversity in Yemen.

  • Experience in analysis, research in the field of ecology, environment protection, sustainable resource management.

  • Experience in conveying complex technical information to diverse stakeholders.

  • Experience in managing work teams and supervising technical assessments, reports and technical documents.

  • Proficiency in English & Arabic both Oral & Writing.

This role does not have team management responsibility.
