Overview of position |
1. Background Information The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace-building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations. Project Information Following the political events in Afghanistan in August 2021, the subsequent economic collapse has led to an unprecedented humanitarian crisis putting over 24 million people in immediate need of aid. To provide immediate short-term livelihood opportunities and deliver urgent essential services in rural and urban areas, UNOPS is working with funders to implement a large-scale community resilience program. The initiative aims to reach an estimated 1.1 million households, or 7.5 million Afghans,with livelihoods and income support. In addition, 9 million Afghans in some 6,200 rural communities and 8 cities will benefit from improved access to essential social services through strengthening the capacity of community institutions in inclusive service delivery. Most recently, UNOPS added specific services in relation to the prevention of sexual exploitation and abuse and sexual harassment to the project. Job-Specific Information Reporting to the Senior Project Manager, the Diversity and Inclusion Senior Officer will be responsible for overall planning, implementation and management of the SEA/SH Risk prevention and response plan. This includes developing and maintaining the SEA/SH Accountability and Response Framework, preparation of SEA/SH training plan, planning and implementation of community awareness sessions and ensuring high quality and timely delivery of respectful workplace training for the contractors and workers. The Diversity and Inclusion Senior Officer will assess the SEA/SH risk levels throughout project implementation and manage the execution of SEA/SH prevention and response plans. He/she will oversee the grievance redress mechanism for SEA/SH cases, and undertake regular monitoring of progress on SEA/SH prevention and response activities. The Diversity and Inclusion Senior Associate (Gender) will be required to regularly travel across all project sites in rural and urban areas. |
Role objectives |
2. Summary of Key Functions Specific responsibilities and duties include, but are not limited to: 1. Lead and manage the team, coordinating with relevant stakeholders and ensuring that all outputs and deliverables are effectively executed in alignment with the project's objectives and performance standards. 2. Develop a SEA/SH Accountability and Response Framework defining stakeholder’s responsibilities and the steps for receiving, reviewing and handling complaints through the GRM, including outlining timeframe and responsibilities for each stage of the complaint management process, reporting requirements, and specific provisions for child survivors. 3. Develop and implement survivor-centered SOPs to receive and respond to SEA/SH complaints, intake forms, referral protocols, information-sharing tools, protocols to store data, etc. 4. Provide technical guidance to the Training Consultants in terms of facilitating community awareness sessions and conducting Respectful Workplace training and SEA/SH complaint management. Lead the development, review, and continuous improvement of training plans to ensure the contractor staff and community members are effectively trained on SEA/SH prevention and response. 5. Revise and oversee the implementation of the community awareness strategy and facilitate the dissemination of the IEC materials focused on SEA/SH awareness and reporting. 6. Provide technical guidance and support to the team and ensure consistent delivery of SEA/SH action plan. 7. Ensure all contractor’s staff and project workers are sensitized to, and have signed the code of conduct that prohibits SEA/SH and that communities know how and where to report SEA/SH grievances. 8. Develop and lead the local SEA/SH risk assessments methodologies in the project locations and amend the work plan where necessary based on the findings of the risk assessments. 9. Lead the implementation of GRM channels specifically for SEA/SH cases, including liaison with Awaaz as the key grievance recipient. Provided training to the Awaaz operators and staff of appropriate handling of sensitive cases related to the Project. 10. Coordinate with Awaaz and ensure the provision of GBV referral services by Awaaz takes place in the manner agreed with the donor. 11. Ensure appropriate protocols and mechanisms are in place for addressing SEA/SH grievances and serve as a permanent member of the grievance redressal committee related to gender-based violence or sexual harassment. Conduct a Safety SEA/SH audit for Project locations. 12. Report to the Senior Project Manager on the implementation and compliance with the SEA/SH Prevention and Response Plan, in accordance with the agreed timeline and budget. 13. Prepare required reporting on SEA/SH prevention and response activities outlined in the SEA/SH Prevention and Response Plan. 14. Monitor SEA/SH risk levels throughout project implementation and update Plan as necessary as part of regular reporting on the implementation of the Plan, and conduct a Safety/SEA/SH audit for project locations. 15. Document and promote lessons learned and good practices from the project interventions, contributing to the development of replicable good practices. 16. Undertake regular monitoring of progress on SEA/SH prevention and response activities and monitor contractor performance on PSEA risk prevention and response. 17. Coordination with and facilitating the Third Party Monitoring Agent’s (TPMA) monitoring visits and ensuring they have access to the project site and related documentation. 18. Perform any other related duties assigned by the supervisor. 3. Qualifications and Experience a. Education ● A university degree (e.g. Bachelor) in Sociology, Development Studies, Gender or other social science is required. ● Specific gender-focused training by the UN, World Bank or international non-governmental (INGOs) organizations is an asset. ● Training in PSEA and demonstration of understanding of the basic tenets of the PSEA framework is an asset. b. Work Experience ● A minimum of 4 years of relevant experience in gender, women’s empowerment and/or diversity management. ● Experience working with the UN agencies or other donor agencies, international organizations / IFI, government ministries, and/or non-governmental organizations (NGOs) is valued. ● Experience in developing and facilitating training courses on GBV or related subjects and community awareness. ● Experience in developing and implementing GBV or SEA/SH prevention and response strategies, including community engagement, and survivor-centered approaches. C. Language Requirements: ● Excellent knowledge of both written and oral English is required. ● Fluency in Pashto and/or Dari is required. D. Reporting and site visit: ● Experience in preparing monthly, quarterly, and annual progress reports detailing the status of GBV/SEA/SH prevention and response activities, key achievements, challenges, and lessons learned. ● Willingness and ability to travel regularly to field/project sites. |
