2. COUNTRY SPECIFIC INFORMATION: With more than 20 years of experience in the country, UNOPS Afghanistan focuses on providing maximum support to the people of Afghanistan through the delivery of projects and services that improve the lives of people in need. The UNOPS Afghanistan Country Office (AFCO) serves as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFCO activities cover a range of sectors including humanitarian, basic human needs, cash for work, infrastructure, development, procurement and HR services. The functional objective of UNOPS AFCO is to contribute to improving the lives of girls, boys, men and women living in Afghanistan. The aim of UNOPS AFCO is to provide efficient and cost-effective implementation services on behalf of all our partners to support the humanitarian response and development of the country. UNOPS AFCO’s mission is to exceed the expectations of all stakeholders in the delivery of AFCO services, at all times, in all places, in all circumstances, in order to improve the lives of Afghans in need.
3. BACKGROUND INFORMATION – JOB SPECIFIC: Project Information
The Infrastructure for Basic Human Needs in Afghanistan (IBN) project is an initiative aimed at promoting social and economic development at the local level within Herat province, an area significantly affected by a series of earthquakes in October 2023. This project is committed to the construction and rehabilitation of critical community infrastructure, prioritizing aspects such as safety, earthquake resilience, and adherence to the “building back better” philosophy, all while maintaining respect for the local cultural context. Additionally, the project contemplates employing the “Cash for Work” implementation modality as a strategic measure to revitalize livelihoods and stimulate economic activity in the region. |

4. PURPOSE AND SCOPE OF ASSIGNMENT: The purpose of this TOR is to define the roles and responsibilities of Field Technicians and Construction Supervisors to ensure the smooth implementation and successful completion of construction and field-related activities. These roles are essential to maintain project quality, safety, timeline adherence, and regulatory compliance. Field Technicians will be responsible for but not limited to: 1. Site Inspections and Monitoring ● Conduct daily site inspections to ensure compliance with plans and specifications. ● Identify construction deviations, document findings, and report to the supervisor. ●
Monitor
construction activities for adherence to safety and quality requirements. 2. Support Construction Activities ● Assist in setting out and marking construction elements (foundations, levels, grades). ● Coordinate with surveyors and engineers to verify alignment and elevations. ●
Provide
hands-on support to Construction Management Engineers in implementing design
changes or modifications. 3. Documentation and Reporting ● Maintain accurate daily work logs and site diaries. ● Prepare and submit field reports, inspection checklists, and material usage reports. ●
Document
photographic records of construction activities and field conditions. 4. Safety Compliance ● Follow and enforce safety protocols and site safety plans. ● Report any safety hazards, near-misses, or incidents to the supervisor immediately. ●
Participate
in toolbox talks and safety briefings. 5. Equipment and Material Handling ● Ensure proper use and maintenance of testing equipment and tools.

Coordinate
the delivery and storage of field materials.
6. Collaboration and Communication ● Collaborate with Construction Management Engineers, Contractors, and subcontractors to resolve field issues. ● Attend site meetings as required and provide technical input. ●
Communicate
clearly and professionally with project team members. 7. Additional Duties ● Support other tasks as directed by supervisors or Construction Management Engineers. ● Guide Contractors to maintain a clean and organized work area on site. The assignment will span the entire product lifecycle, from design and development through production and final inspection. It will require active collaboration with engineering, contractors/NGOs, and project management teams to ensure that quality is built into every aspect of the work. 5. I. Education
