The Qualified Nurse (QN) should be an European Union national.

Role objectives

The qualified nurse will maintain oversight of welfare matters and will also develop emergency medical plans. Under the qualified nurse, these plans will be briefed to staff, as well as rehearsed, exercised and tested.

Project reporting

Respond to emergencies and provide primary care to patients.

Assist and advise the Head of Delegation / Chargé/e d’Affaires and the designated security personnel in the Delegation on all medical/welfare matters.

Develop, organise and monitor the provision of primary care and first aid to the Delegation.

Co-ordinate the plans and policies on all medical issues and health matters related to the provision of medical support to the Delegation, including a medical emergency plan and liaison with appropriate medical providers in the region.

Co-ordinate and monitor all elements of the medical evacuation chain in case of disease or injury of the staff member in close cooperation with all involved health care providers.

Provide the necessary medical inputs for all staff elements especially with regards to operational planning, decision making processes and resulting orders and documents.

Provide medical guidance to all staff members.

Liaise with international civilian and non-governmental humanitarian and support agencies in the areas of operation when required.

Assess the requirements for further treatment and/or medical evacuation if staff members are in need.

Manage the medical room.

Organise the use of available MEDEVAC (Emergency medical evacuation) capabilities.

Co-ordinate and perform Medical Briefings and Basic Life support training to all personnel.

Monitor the epidemiological and overall medical situation in the region, promote and implement preventive medical and occupational health measures including hygiene and recommendations for immunisations.

Ensure that the contents of all Basic Life Support and Trauma Kits are present and up-to date.

Keep a database on all accidents, incidents and recorded illnesses and ensure compliance with data protection for sensitive data in conformity with medical staff patient confidentiality.

Undertake any other related task as requested by the Head of Delegation or the designated security personnel.

Key competencies

A minimum 5 years of relevant clinical experience.

A minimum of 5 years of relevant professional experience, in the field of medical planning and administrative procedures, after having fulfilled the education requirements,

Extensive experience in the area of emergency medicine.

Knowledge of tropical medicines.

Knowledge of major medical equipment and ability to use them in emergency situations.

International medical experience, particularly in crisis areas with multi-national and international organisations. Experience in assessing medical facilities, including under difficult conditions abroad.

Experience in medical management and administration.

Flight Medical and/or MEDEVAC experience would be an advantage.

(ATLS) Advanced Trauma Life Support, AMLS (Advanced Medical Life Support), PHTLS (Prehospital Trauma Life Support), ACLS (Advance Cardiac Life Support) trained would be an advantage.

Excellent physical condition.

English at level B2

IT-literate.

Team management

Excellent knowledge of the national legislation of Afghanistan and the internationally recognised governing principles (i.e. legality, necessity, proportionality and accountability) on the use of physical force and firearms.

If armed, excellent skills in handling firearms is essential, attested by a relevant certificate.

Further information

Clean criminal record, attested by a certificate of good character issued by the competent authorities.

Excellent health, mental and physical condition, be able to prove a medical certificate.
