Overview of position

On September 12, 2023, a state of emergency was declared by the Libyan government, in response to the floods that followed the Mediterranean Storm Daniel. The floods have had a devastating impact on Libya. Thousands of people have been killed, injured, or displaced. The damage to infrastructure is extensive, and the economic and social costs of the floods will be felt for years to come. The heavy rains caused two dams upstream from Derna to burst, releasing a torrent of water that swept away entire neighborhoods. Other areas that have been affected by the floods include the cities of Benghazi, Bayda, and Al Marj. The floods have also caused damage to infrastructure, including roads, bridges, and power lines. The floods have been caused by a combination of factors, including heavy rainfall, poor infrastructure, and climate change. The country has been experiencing a drought for several years, which has made the ground more susceptible to flooding. 

The government has established an Emergency and Rapid Response Committee chaired by MoLG, at the deputy ministerial level to coordinate the response efforts with the local authorities in the affected areas on needs assessment and recovery plans. The government-led crisis response committee has expressed a strong willingness to collaborate with UN agencies in order to enhance and support their response efforts. This collaboration aims to leverage the expertise and resources of the UN to address the challenges at hand effectively. By working together, the government and UN agencies can ensure a coordinated and comprehensive approach to crisis response, leading to more efficient and impactful outcomes.

 

Role objectives

The primary objective of this assignment is to manage and coordinate various aspects of the Fund's operations, including project planning, technical specifications, and reporting. The selected candidate will play a pivotal role in ensuring effective project execution and efficient office functioning. Reporting directly to the Fund’s management and will be working closely with the relevant departments. The consultant will be responsible for the following tasks:

 

• Prepare a timetable for projects included in the Fund's annual budget according to identified priorities.
• Prepare specifications and technical standards for projects related to the Fund.
• Create a database of local and international technical specifications used and adopted in Libya and update it.
• Prepare technical assessments for projects and verify the assessments prepared by relevant parties and ensure their accuracy.
• Prepare and present monthly progress reports and monitor achievement rates for ongoing projects.
• Prepare and/or review schedules for contracted and executed projects with contractors.
• Analyze the reasons or challenges lead to progress delays and develop a mechanism to overcome the variance between the planned and executed schedules.
• Monitor the financial costs of projects and estimate financial needs.
• Prepare monthly and annual reports on activities and work related to the Fund.
• Prepare the required visual presentations for the Fund.
• Prepare monthly reports on projects implemented through contractors.
• Register, classify, and evaluate executive and consulting companies interested in working with the Fund.
• Participate in preparing annual budgets for development related to Fund projects.
• Prepare feasibility studies for investment or projects related to the Fund.
• Participate in determining priorities and significance for project implementation and development programs in line with the Fund's vision.

• Perform any additional tasks requested or decisions issued by the Director-General.
• Provide knowledge and training to Fund employees and work as a team to improve work efficiency.

Further information
    • This experience should include tasks such as designing and overseeing the implementation of civil engineering projects, analyzing and preparing technical reports related to project outcomes, and coordinating with government bodies, non-governmental organizations, and relevant stakeholders.
    • At least two (2) years of this experience should involve working with government agencies and/or international organizations, demonstrating a deep understanding of the operations and dynamics of such institutions in the context of civil engineering projects.
    • Proficiency in both Arabic and English, with the ability to write technical reports, correspondence, and project documentation in both languages and provide precise translations.

    Language

    • Proficiency in English and Arabic

     

    DUTY STATION: 

    Benghazi – Libya, with the possibility to travel to municipalities in the east based on the project's needs and on approval by the supervisor.
