Overview of position |
An experienced Project Manager (PM) with operational manager experience, is a critical security role located in hostile environments and has overall responsibility for security operations on the designated site. |
Role objectives |
Operations (1) Produce effective SOPs including site security plans and emergency response procedures for the project to manage all aspects of the operational delivery. (2) Ensure the smooth and effective operational running of the security guard force in accordance with the site security plan. (3) Maintain responsibility for the delivery of all monthly training requirements and the subsequent upkeep of training records for all the security guards. Ensuring communication and understanding of required policies and delivery requirements are met. (4) Maintain operational oversight and control of all checks and planning requirements pertaining to quality and auditing. (5) In conjunction with Logistics ensure all equipment, weapons are clean, serviceable, maintained, and complete. (6) Act as the Company Liaison between the guard workforce, the CMT and client. Must be the first point of contact for any issues in relation to the Static workforce. (1) Keep client and CMT briefed on all security matters. Provide clear concise reports. (2) Remain fully aware and conversant in all procedures inclusive of Client Company Procedures, contractual and company requirements and ensure dissemination to all LN Hart employees.
(3) Ensure all members of the Guard force are aware of prevailing threat, changes to work schedule and incidents. |
Project reporting |
Contract
& Legal Compliant (1) Maintain standards in all posts including but not limited to access control and patrolling, communication procedures, firearm handling, compliance, and SOPs. (2) oversee the management of workplace Health & Safety, ensuring that Risk and COSHH assessments are carried out and updated according to legislation, as well as having a proactive approach to the health and safety of clients and employees regarding training and awareness. (3) Act as the project Expert on adherence to the standards and principles as defined in the International Code of Conduct, The Montreux Document, PSCI standards. Ensure teams compliance with the Rules for Use of Force and the laws of armed conflict, Anti- corruption, and Bribery laws. (4) Ensure compliance with Hart and the Clients health and safety standards including: - Vehicle inspections, training, and use - Firearms inspections, training and use - Fire response drills - Personal and catering hygiene - Company Life Saving Rules

Key competencies |
Finance (1) Project Managing a detailed budget - all financial transactions in accordance with Hart Financial Instructions, particular attention is to be paid to the handling of and accounting for cash. (2) Ensure that cost effectiveness is a key driver within all business activities. (3) Monitor cash flow closely and forecast problems. (4) Oversee the financial aspects of projects within your area.
(5) Ensure all financial reports, records of income and expenditure are produced when required. |
Team management |
Human Resource (1) Prepare Job Specifications on behalf of Country Manager (CM) or Head of HR for all posts. (2) Planning for manning, anticipate future requirements through resignations and terminations to ensure a pipeline of candidates have been identified and ready for mobilisation. Complete interviews with short-listed candidates and recommend for hire. (3) Conduct and supervise performance reviews for each rotation. Provide completed performance reviews to the HR Manager. (4) Direct and manage programme of work for the guard force within your domain, ensuring that a leave programme is properly managed. Oversee the Guard Commanders leave programme to ensure compliance with Company standards. (5) In liaison with the Training Team, ensure staff are trained and qualified for their role, complete competency evaluations, maintain training records (6) Ensure that the UN workforce is managed in accordance with the policies and directives laid down by the Head of HR and local employment regulations.
Establish
and maintain transparent communication lines with the Afghanistan Country
Management team to manage personnel and social issues. |
