Overview of position
  • Since the start of the conflict on 7 October 2023, there has been no access to formal education for more than 625,000 students in Gaza as schools were closed, unsafe, damaged, destroyed or repurposed as shelters for IDP's. Additionally, the Gaza education cluster reported that in the first year of war, 39,000 students missed the Tawjihi (12th grade official exams) for the first time in decades. This means none of them can transition to higher education & the majority of them may never return to school again. Escalations over a year of conflict have brought about devastating physical & mental impacts for children & their families. Our Client has estimated 1.9 million people are internally displaced, representing nearly 90% of the population including 50% children. Many have been displaced repeatedly, some, 10 times or more. Acute shortages of food, water, shelter & medicine exacerbate the situation. The education cluster estimates that 94.7% of schools have been damaged with 67% being directly hit & 87.4% of schools are damaged to an extent that they cannot be rehabilitated. Tragically, more than 9,565 students & 402 educational staff have been killed.

  • Children’s sense of security has been shattered. Loss & trauma are taking a heavy toll on mental health & well being with long term effects. Children are demonstrating high levels of distress due to cumulative exposure to traumatic experiences, death & violence. Loss of education is among the greatest stressors for children & their families, who recognize the essential role of learning & social connection in fostering hope for a better future for all. The challenge of resuming learning is compounded by limited space & supplies, the continued occupation of schools by IDPs & the varying degrees of damage to school buildings & facilities. Despite this, as of 30 September, the education cluster partners established 259 TLSs in the Gaza strip. Spaces that provide recreational & learning opportunities for around 47,096 students with the support of 1,253 teachers.

  • As the conflict enters into its second year, establishing a minimum entitlement for all educational organizations providing learning in Gaza is essential. This entitlement should prioritize quality, accelerated learning experience with health & well being at the core of the offer, ensuring inclusivity for all children, particularly vulnerable children & those with disabilities. Planning for purposeful & targeted learning, youth engagement & social emotional support will be provided through different modalities dependent on the age range & specific additional needs of children served. AT the heart of the entitlement is a face to face learning experience for at least 3 days a week for every child & adolescent.

  • Local learning centers will be used to reengage school age children in learning, including those who are vulnerable, have disabilities & other additional needs. All learning centers will offer children learning opportunities that reflects their needs & levels while accelerating children towards grade level. Learning centers will ensure that children have emotional wellbeing support & teachers can support distressed children & know how to refer children for additional support. Learning centers will have a Community Social Worker who will provide a bridging mechanism for teachers to refer children they have concerns about in order that specialist services & case management can be provided by specialist partners. Learning centers are gender responsive & provide a holistic package of services including nutrition, child protection, as well as water, sanitation & hygiene. They provide a sense of routine & normalcy & support the physical & mental health & psychosocial wellbeing of both teachers & children. Community mobilizers will support hygiene promotion, student attendance & conduct outreach as well as collaborating with communities & community led committees to ensure the security & maintenance of the learning center.

  • Restricted movements often make monitoring visits infrequent. The Education Field Officer will have better access to local learning centers in order that monitoring can be more informative for adaptive programming. The level of in direct intervention our Client is implementing means that the learning centers should be visited at least every two weeks to ensure accountability to the community & donors.

  • Our Client is supporting the communities to upgrade their TLS to meet the minimum entitlements of face to face learning. This involves selecting & paying incentives for work for staff. A key requirement for accountability is to ensure incentive data is correctly set up, that there is bi weekly spot checks of staff attendance & that the learning center staff are supported with a helpline. Our Client also needs to follow up of attendance of students, distribution of WFP high energy biscuits & supplies are all managed at the center level smoothly & transparently.

  • A key part of the role will be biweekly monitoring of staff attendance for incentives for work. The consultant will also be the first point of call for setting up the incentive workers correctly & providing a help line service for difficulties that arise with e- wallets & the receiving of payments. Regular monitoring will also ensure that the WFP who are providing high energy biscuits for students are kept & disseminated correctly. The process of monitoring the learning Centre in general is also an important aspect for example whether construction works are implemented safely, that work is completed on time, that the tents or classrooms are safe etc.

  • For every site there is also the need to complete a child registration survey, that will require house to house implementation. The Enumerators require training & follow up. There is a need to set up systems & ensure that our Client remains accountable for tablets. The consultant will lead on training & the setting up of the survey on each site.

Role objectives

Under the overall supervision of our Client Education Officer, the Education Field Officer will provide technical support in the implementation of the education programs during the period of assignment. Key activities include but are not limited to:

Implementation:

  • Provide training to Enumerators & ensure that the child registration survey is conducted accurately, providing support to Enumerators as needed.

  • Build up a relationship with the implementing community & be ready to provide support within the remit of the role or follow up issues with our Client team.

  • Work with the assigned supervisor.

  • Use the school individual tracking form to record when training has been completed, supplies have been delivered & construction work completed.

  • For new learning centers oversee the collection of accurate registration data for incentives for work.

  • Provide a helpline service to learning center staff enquiring about incentive payments.

  • Spot check staff attendance, ensuring attendance records are accurate.

  • Ensure that supplies sent to the school are distributed to the students.

  • Monitor the distribution of high energy biscuits. Check storage & use during the visit.

  • Where required report on the construction works & any security or safety concerns staff may have to our Client.

  • Collect child enrolment & attendance data.

  • Complete reporting templates for each visit.

  • Attend training as required to support the role.

Reporting:

  • Submit a monthly plan to highlight key activities & field visits during the month in agreement with the Education Officer.

  • Draft reports (in English) on programmatic & field visits.

  • Report on any observations, challenges or feedback regarding the implementation of education activities.

  • Document HIS.

Key deliverables:

  • Submission of a monthly plan of activities in English.

  • Completion of monitoring visit form & reports for each visit in English.

  • Updating of learning center tracking form.

  • Training of learning center staff on the child registration survey & follow up on quality of data.

  • Ensure that there is good collaboration between the learning center & WFP to ensure children receive their high energy biscuits.

  • Oversee the registration of staff for incentive payments for work.

  • Regular spot checks in learning center sites for attendance data of staff & children.

  • Helpline support for staff receiving incentives for work.

  • Monthly report in English with key activities, achievements, photos, HIS, challenges & achievements clearly identified.

Project reporting

The Education Field Officer will be required to provide frequent & adhoc reports as per the request of the supervisor.

Key competencies

Required qualifications for this role:

  • Bachelor’s or master’s in education, IT or business management related subject preferred).

  • Minimum of 3 years work experience in teaching or training.

  • Excellent verbal & written English & Arabic.

  • Proficiency in computer applications & analytical skills.

  • Ability to analyse figures & technical data & present accordingly.

  • Must be based near the geographical location they will support.

Team management

The consultant will not be required to manage teams.

Further information
  • Our Client will process the payment on monthly basis.

  • The payment will be done based on the submission of a summary report that contains the achieved results, planned activities enclosed with photos & other related supporting documents.
