Overview of position

Under the direct supervision and overall direction of the TPM Regional Coordinator, the Provincial Coordinator will undertake the following duties and responsibilities: 


 

Role objectives

 Team management and supervision

  • Act as the main focal point for third-party monitoring activities in the assigned province.

  • Oversee day-to-day management of project activities, ensuring field monitors receive necessary guidance and support in a timely manner.

  • Represent TPM service provider in meetings with stakeholders and coordination forums.

  • Supervise and manage field monitors to ensure their adherence to performance standards.

  • Supervise data collection at the field level and ensure that TPM field monitors are organized and resourced as needed, and that they deliver as per action plans and with required high-quality standards.

Planning

  • Coordinate Monitoring Plan with TPM Regional Coordinator and disseminate the final plan to his/her monitoring team.

  • Assign Field Monitors to field visits based on the Monitoring Plan shared by OUR CLIENT  and ensure (1) technical projects i.e., RFS, Nutrition, etc are monitored by Field Monitors who have technical expertise or have sufficient experience in technical projects (2) maintaining gender equality, equity, effectiveness and efficiency in the deployment of field monitors (regular and standby) (3) fair distribution of assignments to nearby and remote areas, easy and hard to reach locations and (4) balancing the number of field visits and overnight stays and maintaining equitable rotation among team members.

  • Execute the thorough and timely monitoring plan as provided by OUR CLIENT AO.

 

Coordination and engagement

  • Coordinate closely with stakeholders to facilitate safe and unlimited access for TPM team to fieldworks.

  • Maintain regular communication with both external and internal stakeholders including OUR CLIENT AO, cooperating partners, OUR CLIENT donor TPM representatives, line departments, community influential elders and the TPM team itself.

 

Quality assurance and reporting

  • Rigorous and timely review of TPM reports including process monitoring checklists, PDM forms, verification/spot-checks, etc for submission to OUR CLIENT, ensuring that they meet OUR CLIENT quality standards in terms of accuracy, completeness, reliability, consistency, and timeliness.

  • Verify the accuracy and reliability of data and reports submitted by his/her monitoring team.

  • Support the Regional Coordinator in collecting, compiling and preparing monthly monitoring and other reports and ensure their timely submission to OUR CLIENT.

Logistical, administrative and financial management

  • Manage or provide support to the designated staff on administrative, financial and logistical aspects of the project at the provincial level to ensure the provincial office is functional and has the necessary space and facilities to run smooth operation.

  • Manage or provide support to the designated staff on transport arrangements to field staff and ensure local transportation and office rental vehicles are utilized with utmost effective and efficient manner.

  • Undertake any other activities related to OUR CLIENT TPM interventions as and when requested.


Education

  • Bachelor’s degree in international/ Humanitarian Development, Economics, Business, law, Civil Engineering, Agriculture, social science, or any other relevant field.

Experience

  • Minimum five years of progressive experience in M&E and leading team roles. 

Project reporting

Under the direct supervision and overall direction of the TPM Regional Coordinator.

Key competencies

Knowledge and skills

  • Demonstrate strong management, communication, coordination, teamwork and planning skills with proven ability to function effectively with multiple stakeholders.

  • Knowledge of different projects include monitoring, evaluation, survey, research and TPM.

  • Demonstrate ability to develop monitoring plans and TPM protocols, tools and data quality assurance guidelines and forms.

  • Practical experience in the use of data management applications including skills to manage and summarize large datasets. Ability to compile, collate, analyze and present data.

  • Good knowledge of the context, especially in terms of security, and culture and ability to travel across the intervention areas of the relevant field office.

  • Experience in hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs.

  • Strong project management skills including experience managing complex and multifaceted projects

  • Build and maintain effective relationships, with his/her team, colleagues, members and external partners and supporters.

  • Ability to speak fluently in both Afghanistan formal languages Pashto as well as Dari.

  • Strong communication skills in written and spoken English

  • Ability to consolidate data and prepare clear and concise narrative and analytic reports in English.

  • Experience in usage of digital data collection platforms, i.e., MODA, KOBO, ONA etc.

There is no team management for this role.
