Overview of position

Under the overall supervision of the Programme Coordinator (Economic Resilience) and direct supervision of the National Programme Officer (Economic Resilience), the incumbent will support the implementation of Livelihoods and Economic Resilience intervention in the field.

 

The incumbent will be responsible for supporting the implementation of our client’s Economic Resilience and Livelihoods activities. This includes supporting the development and execution of livelihood activities, fostering community economic resilience, helping maintain accountability to affected populations, and coordinating community outreach and mobilization efforts. This role involves working closely with local communities to enhance livelihood opportunities, build sustainable economic practices, and address the challenges faced by vulnerable populations.

Role objectives

Core Functions / Responsibilities:

  • Assist in the planning, coordination, implementation and monitoring of project activities in the field related to livelihoods and economic resilience, including asset replacement support to local enterprises, vocational training, apprenticeship programmes, and business development services, by integrating the Areas-Based Approach (ABA) to tailor interventions to local community needs, priorities, and economic conditions.

  • Compile, summarize, analyses, and present information/data on specific project topics, highlighting noteworthy issues such as employment opportunities, business development, and skill building initiative, for the consideration of appropriate parties including senior management and donors.

  • Monitor budget implementation and propose adjustments as necessary to ensure financial and beneficiary targets are met for economic resilience programme in area of responsibility.

  • Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units such as Community Engagement & Accountability, Resilience & Solutions, Protection etc. and external parties (e.g., de facto authorities, implementing partners, service providers) to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.

  • Draft status reports on economic resilience programming; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures to ensure successful project outcomes.

  • Draft correspondence on economic resilience project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation to communicate progress and challenges effectively.

  • Organize meetings, workshops and training sessions focused on key programmatic activities; prepare training materials and participate in the delivery of capacity building workshops related to livelihoods and economic resilience.

  • Respond to complex information requests and inquiries regarding economic resilience; set up and maintain files/records of all relevant programme information.

  • Participate in meetings and conferences related to livelihoods and economic resilience; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project. 

  • Monitor work of implementing partners, service providers in the field and report any non-compliance to the supervisor, ensuring alignment with agreed-upon standards and contractual obligations.

  • Provide input for the development of Standard Operations Procedures (SOP) and concept papers for new economic resilience projects, ensuring they are aligned with our client’s strategic goals and donor requirements.

  • Provides guidance/training and assists in coordinating and monitoring work of other staff in the unit; including supervising junior staff and consultants involved in economic resilience unit.

  • Perform other related duties as assigned, including supporting the development of new economic resilience projects and contributing to the ongoing refinement of strategies aimed at job creation, entrepreneurship, and economic recovery.

 

Required Qualifications and Experience

Education:

  • Bachelor’s degree in economics, Political or Social Sciences, Development Studies, or related fields from an accredited academic institution with four years of relevant professional experience.

Or

  • High School diploma with six years of relevant professional experience.

Experience:

  • Minimum of 5 years of experience supporting project management, development, or livelihoods programming, with a focus on economic resilience, entrepreneurship, and workforce development.

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is required. Proven experience in applying the Areas-Based Approach (ABA) to program design, implementation, and monitoring, with a focus on tailoring strategies to regional economic conditions, community needs, and local realities.

  • Demonstrated experience in compiling, summarizing, and presenting information/data on economic resilience topics, such as labor market trends, skills gaps, and employment opportunities, for program design and implementation.

  • Extensive experience in budget monitoring, proposal development, and financial management related to economic resilience programs.

  • Experience in contributing to and applying international development and economic recovery strategies, with a focus on the role of micro, small, and medium enterprises (MSMEs) in fostering sustainable economic growth and resilience.

Skills:

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,

  • Knowledge of UN and bilateral donor programming.

  • Knowledge of financial rules and regulations.

  • Strong communication and interpersonal skills for effective collaboration and partnership building.

  • Expertise in supporting the implementation of strategies that enhance sustainable livelihoods and economic resilience.

  • Skilled in assisting the assessment of economic vulnerabilities and conducting market analysis to identify opportunities for income generation.

  • Experience in training communities and local partners to strengthen economic resilience and improve livelihoods.

Languages:

  • For all Applicants, fluency in English is required (oral and written).

  • Working knowledge of Pashto or Dari is required.

  • Fluency in all national language(s) are highly advantages.
