| Overview of position |
Our client supports the successful implementation of its partners’ peacebuilding, humanitarian and development projects around the world. Its mission is to serve people in need by expanding the ability of governments, international partners and other stakeholders to manage projects, infrastructure and procurement in a sustainable and efficient manner. Working in some of the world’s most challenging environments, our client advances sustainable implementation practices, consistently meeting or exceeding partners’ expectations. With extensive global experience and operational capacity, our client provides logistical, technical and management expertise required to support effective programme delivery wherever needed. Background Information: Somalia Country Office Our client has been operating in Somalia since 1995. The Somalia Country Office manages and coordinates a diverse portfolio across multiple sectors, including health, rule of law, crisis recovery, security and justice. Based in Mogadishu, the office works with various partners including the Government of Somalia, bilateral and multilateral donors, United Nations agencies, funds and programmes. Specific Context The Activating Climate-Resilient Agricultural Livelihoods in Somalia (ACALS) programme directly responds to climate and livelihood challenges by strengthening resilience through sustainable water and land management, climate-smart agriculture, diversified livelihoods and climate risk management. The programme aims to enhance food security, income generation and resilience among vulnerable communities, with particular focus on women and youth. The ACALS programme is financed by the African Development Bank, with additional funding support from WFP, and implemented as a joint programme led by WFP in close collaboration with the Federal Government of Somalia and the African Development Bank. Within this framework, our client supports the delivery of selected components in line with its comparative advantage in implementation, contributing to national priorities for inclusive growth, climate resilience and sustainable development. The ACALS Programme aims to enhance the resilience and livelihoods of vulnerable smallholder farmers and pastoral communities in Hirshabelle and Puntland States through climate-resilient water infrastructure, improved agricultural productivity and strengthened market access. |
| Role objectives |
Planning, Coordination and Implementation Working with our client’s Environmental & Social Safeguard team members, prepare and review contract-specific safeguard instruments such as Environmental and Social Management Plans, Stakeholder Engagement Plans, Security Management Plans, and other relevant documents. Coordinate the overall implementation of our client’s Health, Safety, Social and Environmental (HSSE) systems, policies, procedures, and requirements across projects. Ensure compliance with all our client’s HSSE policies, procedures, rules, and requirements within all projects and ensure effective communication to relevant stakeholders. Support project teams in the development of Health and Safety Plans and Environmental Safeguards Management Plans (ESMPs) for all projects and ensure their implementation in compliance with our client’s HSSE policies, procedures, and guidelines. Liaise and regularly coordinate with project teams to ensure contractors comply with our client’s HSSE requirements, including training, monitoring, and reporting obligations. Provide support on all HSSE-related matters throughout all phases of project implementation. Monitoring and Reporting Assist in monitoring project activities to ensure compliance with the African Development Bank’s (AfDB’s) Environmental and Social Standards and approved contract-specific environmental and social safeguard frameworks and plans, including workplace health and safety requirements. Engage with communities on social safeguard matters, support social and environmental data collection, monitoring, and reporting activities. Report environmental and social safeguard non-compliances, including health and safety issues, and identify opportunities for improvement. Coordinate monitoring and reporting of HSSE performance indicators, including inspections, incident management, audits, and training activities. Support the recording and investigation of all HSSE incidents, including near misses, to determine root causes and recommend corrective actions. Prepare incident reports, including near-miss reports, and compile HSSE statistics and information for management review. Conduct regular field inspections and monitoring visits to project sites to ensure compliance with HSSE requirements. Perform HSSE risk assessments for projects as required to ensure effective HSSE standards are established and maintained in line with our client’s requirements. Provide support during periodic project site HSSE inspections and ensure closure of identified action items in coordination with project teams. Support the development, implementation, and follow-up of corrective and preventive actions, including lessons learned from risk assessments, inspections, and incident investigations. Ensure a safe workplace environment is maintained at all times, minimizing risks to the health and safety of workers, staff, stakeholders, and the general public. Participate in regular country office and project meetings to provide updates on HSSE matters and deliver required technical support. Compile and maintain project HSSE documentation, including procedures, records, and reports in accordance with our client’s requirements. Ensure appropriate environmental mitigation measures are identified, implemented, and monitored. Provide regular reports to the Head of Programme on relevant HSSE activities and performance. Support compliance with applicable health, safety, and welfare legislation and communicate relevant changes to stakeholders. Provide day-to-day administrative support to project teams. Knowledge Management Support the development and implementation of HSSE training programs and capacity-building initiatives for the organization. Support, organize, and deliver structured HSSE training for project teams, contractors, consultants, implementing partners, and other stakeholders, including induction training. |

| Key competencies |
Education A Bachelor’s University Degree in Environmental or Social related area is required. Experience Minimum of 3 years of experience in environmental and social impact assessment/management is required. Community consultation experience is required. Good communication skills, fluency in English, and report writing skills are required. Familiarity and experience with the application of the WB safeguards framework in development projects is an advantage. Language Excellent command of Somali and English languages (oral and written) is required. |
