Background Information: Somalia Country Office (SOCO)

Our client has been operating in Somalia since 1995. The Somalia Country Office (SOCO) manages and coordinates a diverse portfolio across a variety of sectors, including health, rule of law, crisis recovery, and security and justice. Located in Mogadishu, SOCO works with multiple partners, including the Governments of Somalia, bilateral and multilateral donors, United Nations agencies, funds, and programmes.

Specific context

The Activating Climate-Resilient Agricultural Livelihoods in Somalia (ACALS) programme directly responds to these challenges by strengthening resilience through sustainable water and land management, climate-smart agriculture, diversified livelihoods, and climate risk management. The programme aims to enhance food security, income generation, and resilience for vulnerable communities, particularly women and youth.

The ACALS programme is financed by the African Development Bank, with additional funding support from WFP, and implemented as a joint programme led by WFP in close collaboration with the FGS and the AfDB. Within this framework, our client supports the delivery of selected components in line with its comparative advantage in implementation, contributing to national priorities for inclusive growth, climate resilience, and sustainable development.

The ACALS Programme aims to enhance the resilience and livelihoods of vulnerable smallholder farmers and pastoral communities in Hirshabelle and Puntland States through climate-resilient water infrastructure, improved agricultural productivity, and strengthened market access.

Role objectives

Summary of Key Functions

The Senior Project Engineer will be responsible for providing technical supervision in the implementation of ACALS work activities as per the design drawings and specifications and in compliance with the approved safeguard standards. He/She will have 4 direct reporting staff: 5 Surveyors, Project Engineers, and 1 HSSE Officer.

Preparation of assessments, feasibility studies/reports, tests, analyses, and reporting, and communicating the findings thereof to the Project Manager. Ensuring the training of national staff and community committees in technical areas, including water quality testing and/or building and maintaining quality water point structures.

Help design and revise the construction/rehabilitation works component of the project implementation plans and monitor that the implementation of construction/rehabilitation activities respects the timetable, milestones, and deadlines.

Monitor and supervise borehole drilling works and ensure borehole development is carried out according to specifications and follows Our client’s and national standards, as well as international best practices.

Provide Governance and Sustainable Management of Water Resources training and support the implementation of community water safety strategies.

Provide Landscape Restoration and Management training to local communities.

Participate and collaborate with community leaders to sensitize and mobilize communities where necessary.

Support the monitoring of project activities and assist with reporting (monthly reports, interim reports, final reports, and intervention completion reports).

Conduct training regarding the operation and maintenance of water supply and sanitation facilities for beneficiaries, communities, and water management committees.

Develop and maintain good relationships and communication channels with relevant local authorities and communities prior to intervention, explaining Our client’s activities and liaising with them during all phases of the project.

Regularly monitor ongoing construction and rehabilitation activities to ensure all activities are executed according to design, specifications, and work schedules.

Extend all possible technical support to other team members and contractors when and where required.

Maintain close coordination with contractors through regular meetings.

Prepare work plans and construction progress reports for the Project Manager, as required for internal and external reporting.

Work in harmony with all other project and operations staff to ensure effective and efficient day-to-day management of projects in both locations.

Coordinate with other stakeholders and partners on the ground for the smooth, efficient, and effective implementation of activities, as well as participate regularly in meetings and related activities.

Strengthen WASH training materials and develop step-by-step WASH guidelines.

Adhere to Our client’s policies, Code of Conduct, procedures, guidelines, systems, and standard practices.

Oversee the Health, Safety, Security, and Environment (HSSE) requirements and procedures to be followed at project sites.

Undertake other related tasks as requested by the Our client Project Manager.

Key competencies
  • Education

    Bachelor’s Degree or a higher degree in Environment/Water/Civil Engineering is required. Postgraduate qualifications in areas relevant to the position requirements are desirable. A master’s degree would be an asset and may compensate for 2 of the required years of experience.

    Registration as a Professional Engineer with a recognized institution is required.

    Experience

    A minimum of 7 years of civil engineering experience is required, including substantial experience in Environment, Water & Water Systems, and WaSH-related activities.

    Working experience in Somalia is desirable.

    Language

    Excellent command of the English language (oral and written) is required.
