Overview of position

The successful candidate will support the infrastructure construction & rehabilitations works in selected communities pertaining to the ECRP 11. Construction activities pertaining to the ECRP 11 project are developed based on community participatory approach with an emphasis on local ownership of the projects. The construction locations are mostly be in remote field locations & frequent travel is expected from the incumbent, to monitor multiple sites simultaneously. The successful candidates shall be based at Payam HQ to be able to provide timely supervision for the sub projects in the respective Payam or adjacent Payams. The ECRP community infrastructure types include:

  • Water supply: Drilling & rehabilitation of boreholes, installation of hand pumps, construction of shallow wells & installation of water storage tanks.

  • Sanitation: Construction of new or rehabilitation of existing VIP latrines at primary schools, health centres & community markets.

  • Stormwater management: Rehabilitation of flood protection infrastructure such as dikes (soil embankments), overland flow discharge drainage channels & building roof gutters.

  • Roads & culverts: Local feeder roads, repairs & improvements to existing gravel pavements, slopes & drainage structures & culverts.

  • PHC centres: Construction, renovation or extension of PHC centres or units, infrastructure for incineration or storage of non hazardous & hazardous medical waste.

  • Primary schools: Construction, renovation or extension of buildings with water supply & sanitation work.

  • Other community infrastructure: Market buildings, livestock sheds & other needs identified by the community.

Role objectives
  • Support the implementation of ECRP 11 infrastructure activities in accordance with the SOP, project manuals & templates.

  • Provide technical support with design review & modifications to suit field conditions.

  • Monitor & control construction operations, in coordination with the Senior Field Engineer.

  • Assist in preparing technical documents by the Senior Field Engineer, including necessary measurements, photo reports, scope of works, drawings, BOQ & cost estimates.

  • Conduct technical assessments to assess the feasibility of community requested infrastructure projects & identify appropriate designs & options based on the local availabe skills & materials.

  • Monitor project implementation by undertaking regular field visits to the areas of operation, checking that materials & tools meet required quality requirements & labour is properly utilized in compliance with the contract specifications.

  • Prepare construction inspection reports including measurement & quantity calculations, daily labour usage, photos, documentation of change variances & progress reports.

  • Ensure that HSSE plans are being followed with regular inspection & reporting using the HSSE forms.

  • Provide capacity building to the BDC's in supervising construction works at an appropriate level of responsibility to encourage local ownership in the project.

  • Liaise closely with engineering team & maintain cooperation & communication with local community development committees & government officials.

  • Coordinate closely with the ECRP community engagement & conflict analyst teams to ensure community participation in infrastructure activities, avoiding conflict & supporting operation & maintenance capacity building activities as relevant.

  • Abide by the principles of a respectful work environment free of harassment & retaliation & that promotes the PSEA.

  • Perform such other duties as may be assigned.

Project reporting

This role will work under the direct supervision of the Senior Field Engineer, overall supervision of the Project Officer (Technical Infrastructure), the general guidance of the ECRP Program Manager, the administrative supervision of the Head of Sub Office (HoSO) & in coordination with field teams.

Key competencies
  • Bachelor’s degree in civil engineering, architecture or other relevant discipline from a recognized institution is required.

  • Master’s degree in a relevant discipline is an asset.

  • Minimum 2 years of relevant professional experience in engineering or construction management of infrastructure projects.

  • Ability to understand civil & architectural drawings & enforce compliance on site is required.

  • Ability to understand & implement electrical or mechanical work is an asset.

  • Experience with construction in remote field locations is an asset.

  • Computer literacy in MS Outlook, Word & Excel required, additional skills in CAD, GIS & data collection software is desirable.

  • Experience with community participatory approaches including community FGD's & CFW or CVI models is highly desirable. 

  • Fluency in reading, writing & speaking English is required.

  • Fluency in Arabic & local languages is desirable.

  • Knowledgeable in single storey buildings & linear infrastructure construction together with WASH principles.

  • Ability to work independently with sound decision making skills.

  • Excellent oral & written communication skills.
