Overview of position

Purpose:

To assess and strengthen emergency response and trauma care services by evaluating the readiness, performance, and impact of emergency units and trained frontline health providers, identifying gaps in service delivery and capacity, and providing practical, evidence-based recommendations to improve the quality of care, referral systems, and surge preparedness.

Background:            

Our client will assess 15 health facilities for the upgrading of Emergency Units funded by the UNICEF ADB/SAFE project. (EMERGENCY UNIT ASSESSMENT TOOL, FULL) will be used, and the data will be entered into DHIS2. Based on the assessment findings, an improvement plan will be developed. The upgrading package will include capacity building, implementation of Emergency Care Toolkits, and the supply of TESKs (subject to funding availability). In addition, recommendations related to infrastructure improvements and human resources will be shared with MOPH.

Post-training Monitoring in 12 Health Facilities

Post-training monitoring will be conducted in 12 health facilities. A basic questionnaire will be implemented to assess the application of the training. Further improvements to the procedures and monitoring tools are expected. The consultant will support the assessment process and contribute to the preparation of the final report, recommendations, and final presentation.

Furthermore, the existing Excel-based list of procedures will be upgraded into a standardized and mature checklist and integrated into DHIS2 to support ongoing monitoring, evaluation, and data-driven decision-making.

Role objectives

Work to be performed:

The activities will be supervised by the emergency officer in close coordination with Trauma Care officer under the overall guidance of the WHE TL will be completed.

Output 1: Structured assessments of 15 Emergency Units across 15 provinces to support the strengthening of emergency response and trauma care services.

Deliverable 1:

1.1: Visit 15 health facilities and fill our client certified check list

1.2: Enter the data in DHIS2

1.3: Submit the final report

1.4: Presentation to stakeholders (WHO, MOPH, IP …)

Output 2: Conducting post-training monitoring assessments in 12 targeted health facilities.

Deliverable 2:

2.1: Visit 12 health facilities and fill the checklist

2.1: Enter the data in DHIS2

2.2: Submit the final report

2.3: Final presentation to our client


Specific requirements

Education:

   -  Essential: Medical Doctor (MD/MBBS) with specialization in surgery, emergency medicine, or trauma care
   -  Desirable: Master’s degree in Public Health (MPH) or related field (trauma sciences, emergency/disaster management)

Experience:

   -  Essential: from 3-5 years of relevant experience in the emergency care system, Trauma management, and health facility readiness assessment. Proven experience in implementing standard assessment tools, particularly our client frameworks such as the  harmonised emergency assessment tools (HEAT), is essential. 
   -  Previous work experience with our client, other related UN organizations, or International NGOs

Skills / Technical skills and knowledge:

·        Proven knowledge and analytical skills are necessary to identify gaps, interpret assessment findings, and develop comprehensive, evidence-based improvement plans.

·        Strong Proficiency in data management and reporting tools, including Excel and DHIS2.

·        Strong communication and coordination skills, including ability to negotiate with National authorities and international partners.

·        Demonstrated ability to work effectively with colleagues at national and international levels.

Languages:

·        Excellent knowledge of English.

·        Excellent knowledge of local language (Pashto and/or Dari)


Place of assignment:

The consultant is expected to perform most of their duties in the field outside the office. However, they will be required to visit the office as needed to attend meetings, receive guidance, and coordinate activities. The role also involves frequent travel to the provinces.
