Qualification High school graduate in with a minimum of two (2) years of relevant experience (essential).
Bachelor’s degree in with at least one (1) year of relevant experience (social sciences, law, international relations, or development studies preferred (essential).
Sector experience Minimum of 2-3 years year/s of demonstrable relevant experience in data collection & information management, preferably in conflict & natural disaster situations (desirable).
Minimum of 2-3 years year/s of demonstrable relevant experience in using ODK or KOBO or any mobile application which is used to collect data (desirable).
Minimum of 1 year year/s of demonstrable relevant experience in both qualitative & quantitative data collection methods (desirable).
Geographical experience Minimum of 2-4 years year/s of experience in Ukraine (essential).
Languages Fluent in Ukrainian (essential).
Working level in English (desirable).

Overview of position

The Enumerator will support fieldbased monitoring and data collection activities. Enumerators will support activity, process, and results monitoring across multiple programme areas, including constructionrelated activities, NonFood Item (NFI) distributions, health activities, multipurpose cash assistance, and other humanitarian interventions, in line with approved monitoring plans.

Role objectives

  • Identify appropriate respondents and information sources in line with approved monitoring tools;

  • Conduct interviews, observations, and verification visits in accordance with agreed methodologies;

  • Enter collected data accurately into approved data collection systems or templates;

  • Conduct basic quality checks on completed questionnaires prior to submission;

  • Adhere strictly to data protection, confidentiality, and informed consent requirements;

  • Comply with Staff Standards of Conduct, Prevention of Sexual Exploitation and Abuse (PSEA), and accountability principles;

  • Safeguard all equipment, materials, and information entrusted;

  • Perform other related duties as required for the successful implementation of monitoring activities.

Performance and Deliverables

Performance will be assessed based on:

  • Timeliness and completeness of assigned data collection tasks;

  • Data quality and adherence to agreed methodologies;

  • Compliance with ethical, data protection, and security requirements;

  • Professional conduct and communication.

Project reporting

Field Enumerator will be reporting to his/her direct supervisor

Key competencies
  • High school diploma with a minimum of two (2) years of relevant experience 

    or

     Bachelor’s degree with at least one (1) year of relevant experience (social sciences, law, international relations, or development studies preferred);

  • Prior experience with data collection, assessments, or monitoring activities with NGOs, UN agencies, or local authorities is an asset;

  • Familiarity with mobile data collection tools (e.g. Kobo Toolbox) is strongly preferred;

  • Experience supporting focus group discussions (FGDs) or qualitative interviews is an asset;

  • Strong understanding of the humanitarian and emergency response context in Ukraine;

  • Ability to work independently under challenging field conditions.
