Volunteer Assignment:

• Our client, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

• Afghanistan is one of the world’s most complex emergencies, and the world’s largest humanitarian crisis. Afghan people are grappling with the impact of conflict, poverty, economic decline, and natural disasters. According to the 2026 Afghanistan Humanitarian Needs and Response Plan (HNRP), an estimated 21.9 million people - approximately 45% of the population - require humanitarian assistance. Women and girls are disproportionately affected due to systematic human rights restrictions that curtail their movement and access to essential services.

• Our client has been in Afghanistan for two decades. Our client programming approach is informed by analysis of the political, economic and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls.

Currently, our client Afghanistan focuses on five key program priorities:

• Integrated programming and localization.

• Women’s movement building through core grant making.

• Policy and research.

• Economic resilience and private sector.

• Coordination, access and humanitarian / emergency response.

Within the Coordination, Access, and Humanitarian/Emergency Response program, our client is working to respond to emergencies and disasters. To ensure that gender-specific needs and risks are identified during disasters and emergencies, our client is seeking to engage women Enumerators through a third-party human resource company to support data collection and assessments in affected communities.

Note:

• Enumerators are recruited and managed by a third-party human resource company contracted by Our client. The third-party human resource company is responsible for the recruitment and administration of the engaged persons in a transparent manner and in compliance with national labour laws. This includes managing the full recruitment process, from job advertisement, shortlisting, organizing tests and interviews and issuing contract including payroll, allowances, attendance, fee structures, termination, and insurance coverage. Other obligations include reporting, transportation, asset management, and ensuring security for staff deployed across various regions. The terms and conditions of services are annexed as a separate attachment.

• In its work with Our client, the third party human resource company hires women and ensure needed compensation for their work in light of existing restrictions in Afghanistan, including mahram costs and transportation costs. The company commits to the provision of a safe work environment to women.

• Our client nor the third-party human resource company does not charge a fee at any stage of its recruitment process (application, written test, interview, processing) and will not ask for any information related to passwords or bank account details. Please ensure you verify all communications before sending any sensitive information.

Scope of Work

Enumerators will be deployed to areas affected by humanitarian crises, and/or other locations where Our client  is implementing its humanitarian and emergency response programs across all regions of Afghanistan. Due to the nature of natural disasters, Enumerators may be required to navigate difficult terrains, including areas with debris, physical damage, or compromised infrastructure, to reach affected women and girls. Deployment may occur at short notice for periods ranging from one day to several months depending on the needs of the humanitarian response. The Enumerators are expected to contribute to the following results:

• Women and girls in crisis-affected areas are safely and meaningfully engaged in multi sectoral assessments 

• Gender and age disaggregated data ais collected accurately.

• Protection and gender-related risks are identified and referred appropriately.

Description of Responsibilities

Under the direct management of the third-party human resource company, and overall oversight of the Our client   Head of Sub-Office in the affected region, the Enumerators are responsible for carrying out one or more of the following: 

• Support the collection, verification, and timely submission of data in line with Our client and inter agency data protection and confidentiality standards.

• Support inter-agency assessments, such as the Multi-Sector Rapid Assessment Form (MSRAF) and / or Rapid Protection Needs Assessment, as well as other tools via Kobo Toolbox, ensuring gender-responsive, safe, accurate, and timely data collection (Enumerators will be trained on the forms and tools prior to deployment). 

• Support Focus Group Discussions (FGDs) with women and girls in affected areas to identify needs, protection risks, and barriers to access services and assistance.

• Share information with affected communities regarding the Awaaz Afghanistan inter-agency humanitarian toll-free hotline and other accountability mechanisms, make referrals as needed.

• Perform any other duties within their functional profile as required for the effective functioning of Our client operations.

Required Qualification:

Education and Certification:

• High school Certificate is an advantage.

Experience:

• 1-3 years of, previous experience (work or volunteering) in community work, humanitarian response, or data collection is an asset and will be given due consideration in recruitment and selection process.

Other requirements:

• Ability to work in dynamic and challenging field environments, including disaster-impacted zones.

• Ability to communicate effectively with women and girls in the local language(s) of the targeted location.

• Strong interpersonal skills and ability to work respectfully with diverse groups.

• Knowledge of Dari and / or Pashto.
