| Role objectives |
Job-Specific Information ● Work closely with the designated DRM/Climate Resilience Technical Lead and the Capacity Building Officer to develop and finalize training materials for FP DRM focal points. ● Cascade training delivered by the DRM/Climate Resilience Technical Lead to FP key field staff, and support FPs to roll out the same training to their field engineers, Social Organizers and community DRM committees (with training plans, attendance records and post-training verification).. ● Support completion and quality-checking of the DRM/CBDRM screening checklist for each subproject proposal, ensuring the checklist and supporting evidence are uploaded and referenced in the CRLP MIS. ● Verifying that DRM/CBDRM requirements are met at proposal stage and recorded in the MIS; ● Ensuring proposals are correctly aligned to the subproject grouping/review route defined in the Approach Paper (Group 1/2/3), and escalating higher-risk/complex cases per the agreed pathway. ● Review Cash-for-Work infrastructure project proposals in the CRLP MIS to ensure adequate integration of CBDRM and DRM-related activities. ● Provide technical review comments and recommendations to FP provincial and district engineering teams to strengthen DRM and climate-resilience integration in subproject designs and implementation plans, and track responses/closure of agreed actions. ● Review and provide recommendations, verify integration, document comments and follow-up actions to ensure technical designs incorporate DRM and climate-resilient standards ● Support implementing partners in understanding and applying CBDRM concepts in project execution. ● Build capacity of field teams and communities DRM Committees on participatory mapping techniques. ● Participate in joint field visits, site inspections, and technical review meetings. ● Provide ongoing technical guidance to FP staff on CBDRM implementation. ● Review and validate key CBDRM outputs, including: Community disaster risk maps, Hazard, vulnerability, and capacity assessments and Community preparedness and mitigation plans ● Support the establishment or strengthening of community disaster management committees. ● Promote community ownership and sustainability of DRM interventions. ● Support the development of community response plans, including evacuation routes, safe areas, and roles/responsibilities during alerts. ● Verify delivery and effectiveness of early warning and preparedness training for community DRM committees and volunteers through attendance records, brief post-training checks/field verification, and documented follow-up actions for identified gaps. ● Document lessons learned, good practices, and challenges related to CBDRM integration. ● Provide support to the FPs staff in the preparation of the CBDRM checklist to facilitate their workflow ● Ensure proper documentation of participatory mapping outputs and DRM analyses. ● Review the FPs quarterly reports and ensure the effective implementation of interventions integrated into DRM and climate resilience initiatives ● Prepare technical reports and documentation, field reports, quarterly and annual reports, case studies, lessons learned and best practices. ● Coordinate with internal program teams and relevant stakeholders regarding CBDRM-related matters. ● Produce and maintain a CBDRM deliverables package for assigned communities/subprojects (risk map, HVCA/assessment summary, community preparedness/mitigation plan, and evidence of community validation), filed in the CRLP MIS/project repository. ● Prepare a periodic CBDRM integration summary (e.g., quarterly) highlighting common gaps, actions agreed with FPs, and status of closure, for review by the supervisor/Team Lead. ● During joint field visits, verify practical implementation of agreed DRM/climate-resilience measures and record non-compliances and corrective actions in field visit notes, with follow-up until closure. ● Coordinate with HSSE/E&S focal points as required to ensure DRM-related community preparedness and risk mitigation measures are consistent with site safety and environmental/social requirements and are appropriately evidenced in the MIS. |
| Project reporting |
Under the direct supervision of the Team Lead – Rural Component, the Community-Based Disaster Risk Management Officer Works closely with FPs (Facilitating Partners) Provincial engineers, District Engineers and Social Organizers, and community DRM committees and supports the effective implementation of rural infrastructure subprojects considering/integrating the priorities of natural disasters during project implementation. The CBDRM Officer will support the planning, implementation, and monitoring of community-based disaster risk management (CBDRM) activities, strengthening community capacities to reduce disaster risks and enhance preparedness, response, and resilience. |
