Under the overall supervision of the National Programme Officer and the direct supervision of the Senior/Programme Associate (Migration Health), and administrative supervision of the relevant Heads of Sub Office, the incumbent will assist in ensuring that basic medical screening is carried out, particularly in the areas of reproductive, maternal, and child health care. Critical medical cases will be referred for additional services through partners, the government, and private hospital partners. Critical medical cases will be referred to partner agencies and contracted private hospitals for additional services. He/she will work at fixed health facilities, points of entry, or as a mobile health team when necessary.

The Medical Doctor is expected to carry out Her/his duties in accordance with the strictest ethical standards, building and maintaining partnerships with the Government, international organizations, and non-governmental agencies, and with due respect for gender and socio-cultural sensitivities. Deployment areas may include IDP settlements in rural or remote areas within the project scope.

Core Functions / Responsibilities:

• Ensure that all cases in need of basic and emergency medical assistance are provided with adequate health services.

• Provides basic medical screening, prescriptions for basic/essential medicines and makes referrals for chronic, emergency, or advanced care need cases.

• Ensure that medical protocols and prescriptions are in line with the diagnosis made and are followed appropriately by health personnel.

• Organize and lead the monthly meetings with the Health Shura members and community leaders on health-related issues.

• Ensure that daily and monthly plans for all health staff, including vaccinators, are available and kept up to date, and they perform their duties in accordance with the health policies.

• Ensure that all health staff, including vaccinators, are thoroughly trained in carrying out their daily responsibilities and are proficient in using relevant data collection tools, maintaining updated registers, daily/monthly plans, reports, and properly managing cold chain equipment.

• Ensuring that universal infection control and precaution and hygiene standards are in place and maintained.

• Maintains regular contact with the Directorate of Public Health staff and other local health stakeholders.

• Ensure proper documentation of patient information and daily entry into appropriate databases is maintained.

• Prepare and submit daily, weekly, and monthly reports on the progress of field activities and challenges encountered, as well as summary information on patients screened, served, and referred.

• Maintains a regular medical supply stock record and communicates the need for replenishment with the MHU pharmacy team.

• Accompany and support the admission of emergency medical cases received at the border or our client transit center to the appropriate treatment center.

• Maintain confidentiality of patient information and collaborative relationships with clients, partners, and health professionals.

• Assist the MHU programme in project monitoring and identifying priority health needs and other activities, including but not limited to regular disease outbreak monitoring and reporting, taking part in health awareness campaigns, etc.

• Take part in coordination meetings, workshops, training events and conferences at the health cluster/provincial/national level.

• Perform any other tasks as assigned.

 Required Qualifications and Experience

Education:

• Bachelor’s degree from a recognized university or institute, validated by the Ministry of Higher Education of Afghanistan and with a medical council registration number from the Afghanistan Medical Council, and passed the exit exam for graduates of 2019 and above, with one year of working experience.

Experience:

• Minimum one-year clinical experience

• Experience in the related medical field will be advantageous.

• Experience in the development and humanitarian field is expected.

• Effective written and verbal communication skills.

Languages:

• For all Applicants, fluency in Fluency in Dari and Pashto is required (oral and written).

• Working knowledge of English required.

• Fluency in all national language(s) are highly advantages.
