Overview of position

The Sustainable Fisheries Sector Support Programme (SFISH) is supporting the rehabilitation of fish landing sites across Yemen. This includes the development and solarization of flake ice plants in vital coastal areas such as Hadramout, Al Khokha, Bab Al Mandab, and Huswain, alongside the upgrade of electrical systems at locations like the Al Dockyard Landing Site. These efforts aim to provide reliable, off-grid energy solutions to support ice production and strengthen the fisheries cold chain, which is crucial for preserving fish quality and enhancing the fisheries value chain.

Given the technical complexity of these initiatives and the emphasis on integrated, climate-resilient energy solutions, our client seeks the expertise of a qualified National Electrical Engineering Consultant. The consultant will play a critical role in supporting the design of electrical and renewable energy systems, reviewing technical documentation, supervising field implementation, and providing procurement-related support. Their contribution will ensure that all electrical installations adhere to international standards, align with sustainable energy principles, and are effectively executed across the designated project sites.

Under the guidance of the Project Engineer and within a matrix management structure reporting to the Chief Technical Advisor, the Electrical Engineer will provide expert support in the design, technical review, and implementation of electrical and renewable energy systems across our client's infrastructure projects. The consultant will ensure that all electrical designs—particularly for hybrid solar, off-grid, and backup power systems—are technically sound, efficient, sustainable, and fully compliant with applicable international standards and local regulations.

Designing and reviewing electrical systems, BOQs, and technical specifications;

Ensuring the accuracy, feasibility, and constructability of proposed designs;

Supporting the preparation and evaluation of procurement and tender documents;

Promoting the use of sustainable, climate-resilient technologies and contributing to knowledge sharing and capacity building.

Role objectives
  • The Electrical Engineer will play a critical role in supporting the design and planning, design review, and technical inputs of electrical and renewable energy components across infrastructure projects. The incumbent will be responsible for the following tasks:

  • Provide advanced technical support in the design, analysis, and optimization of electrical and renewable energy systems, ensuring compliance with international standards and integration of innovative technologies.

  • Conduct site assessments to determine project requirements; collect and analyze data to identify technical needs, constraints, and opportunities for intervention.

  • Prepare comprehensive assessment reports, including prioritized recommendations, design proposals, and value-engineered solutions based on feasibility, environmental conditions, and available resources.

  • Develop complete electrical design packages, including:

  • Bills of Quantities (BoQs)

  • Technical specifications

  • Detailed drawings and layout plans

  • Electrical load calculations

  • Generator and solar system sizing

  • Scope of Work documents

  • Prepare and review technical documentation using appropriate software tools, ensuring accuracy and alignment with project goals.

  • Design off-grid and hybrid solar PV systems aligned with existing electrical infrastructure; ensure adequate provision for system installation and integration.

  • Assist in finalizing the installation of solar PV systems, advising on design adjustments and technical improvements as needed.

  •  Undertake field assessments, inception visits, and stakeholder consultations to determine and articulate infrastructure needs.

  • Collect, interpret, and utilize relevant technical data to inform project design.

  • Critically review design and engineering drawings, calculations, bills of quantities (BoQs), calculation sheets, material specifications, and scopes of work (SoWs) submitted by consultants.

  • Assist in designing and preparing shop drawings, calculation sheets, technical specifications, Scope of Work, and BoQs.

  • Ensure that all designs conform to national construction codes, international standards (e.g., Eurocodes, ACI), and our client’s engineering and environmental safeguards.

  • Prepare technical reports, including progress updates, recommendations, and any required corrective actions.

  • Identify design inconsistencies, constructability constraints, and documentation gaps; issue annotated revisions and collaborate with design teams to finalize updates.

  • Assess the feasibility, cost-effectiveness, and operational relevance of proposed engineering solutions.

  • Prepare or refine technical deliverables such as shop drawings, specifications, cost estimates, and work schedules.

  • Recommend sustainable, climate-resilient, and cost-efficient alternatives, promoting the use of locally available materials and appropriate technologies.

  • Contribute to the preparation of tender-ready documentation, ensuring coherence across design drawings, BoQs, and procurement packages.

  •  Assist in preparing tender documentation for electrical components, including designs, BoQs, drawings, cost estimates, and specifications in accordance with international codes and local standards.

  • Support bid evaluation processes by:

  • Verifying the compliance of offers with advertised BoQs and specifications.

  • Conducting technical analysis of submitted proposals.

  • Responding to technical clarifications from procurement committees.

  •  Contribute to training/briefing sessions for project staff and local stakeholders on solar PV and electrical systems (operation, safety, and maintenance).

  • Document lessons learned and contribute to short technical briefs/case studies relevant to renewable energy implementation in fragile contexts.

  • Facilitate coordination and joint monitoring with government counterparts and other stakeholders to enhance technical collaboration and alignment.

  • Carry out any other tasks related to the works and the project as assigned by the project engineer, project manager, coordinator, or engineering unit.


Project reporting

The Electrical Engineer will operate within a matrix management structure, reporting to the Project engineer and Chief Technical Advisor and the head of the engineering unit

Key competencies
  • Bachelor’s degree in electrical engineering, power engineering, renewable energy or related field.

  • Minimum 7 years of relevant work experience in electrical engineering or related fields (if master’s degree, this is reduced to 5 years)

  • Demonstrated experience preparing electrical design documents for buildings and/or renewable-energy systems (drawings, specifications, BoQs, SoW, sizing calculations).

  • Demonstrated experience supporting supervision/monitoring of electrical installations and renewable-energy systems, including verification of works and documentation.

  • Experience conducting energy needs assessments and integrating PV, BESS, and backup generation is an asset.

  • Previous experience with UN/INGO projects, and liaising with local authorities and stakeholders, is an advantage.

  • Strong knowledge of solar PV, hybrid systems, battery storage, electrical protection, and grounding/earthing safety principles.

  • Proficiency with AutoCAD and standard engineering productivity tools (Word, Excel, PowerPoint); familiarity with energy modelling software (e.g., HOMER or equivalent) is an asset.

  • Ability to prepare clear technical reports and work effectively with multiple stakeholders under time constraints.

  • Fluency in Arabic and professional working proficiency in English (oral and written) are required.
