Overview of position
  • This vacancy is restricted to internal applicants; only individuals currently employed by UNICEF Pakistan and who have received a unique candidate number via email are eligible to apply.

  • The primary responsibility is to develop and maintain strategic partnerships with key stakeholders, including government officials, civil society organizations, community leaders, and other relevant stakeholders. Main goal is to build alliances that advance the organization's advocacy agenda and contribute to the achievement of its overall goals and objectives. In addition, the officer will support staff capacity-building by providing guidance, mentoring, and training on stakeholder engagement and advocacy, and will ensure logistical support for partnership activities, including meetings, workshops, and coordination events.

Role objectives
  • Develop and implement advocacy strategies and plans in collaboration with other team members to achieve the organization's goals and objectives.

  • Identify and engage key stakeholders and build strategic partnerships with key influencers, media and local CBOs/NGOs to promote vaccination. 

  • Conducting research and analysis on key policy issues and providing recommendations for SBCC strategies and tactics.

  • Developing advocacy materials such as policy briefs, position papers, and other communication tools to support the organization's advocacy efforts.

  • Organizing and participating in advocacy events, such as public hearings, roundtable discussions, and other forums to engage with stakeholders and promote the EPI & PEI advocacy agenda.

  • Develop monthly SBCC plans with reports and submit to immediate supervisors. 

  • Support pre, intra and post campaign activities in field and facilitate training of FLWs on IPC skills. 

  • Collaborating with other team members to develop and implement communication strategies to raise awareness of the organization's advocacy issues and achievements.

  • Monitoring and reporting on the progress of advocacy efforts and the impact of the organization's work on policy and decision-making.

  • Providing support and technical assistance to partners and stakeholders to strengthen their advocacy capacity and build alliances in support of the organization's advocacy agenda. 

  • Conduct regular performance review of COMnet staff and ensure final review reports are submitted.

  • Support staff capacity-building by organizing and delivering training on advocacy, community engagement, program communication, stakeholder engagement, and provide necessary logistical support for community engagement activities, events, and coordination meetings.


KPIs:

  • Increase in immunization coverage in the area because of effective community engagement, influencer capacity building, and alliance building.

  • Positive feedback from community members and stakeholders regarding communication and engagement activities that prioritize community trust and participation.

  • Successful completion of community engagement events, influencer capacity building sessions, and other activities that effectively promote immunization and community participation.

  • Achievement of program objectives related to community communication and engagement that align with the overarching goal of increasing immunization coverage in the area.

  • Number of staff trained in advocacy, stakeholder engagement, and community communication.

  • Timely organization and provision of logistical support for advocacy and engagement activities.

  • Timely submission of plans, reports, and data related to advocacy and community engagement activities.

Project reporting

To the:

  • First line Officer: Advocacy & Communication Officer

  • Second line Officer: Social & Behaviour Change Officer - UNICEF

Key competencies

Qualifications:

  • Master's degree in communication, public health, social sciences (sixteen years of education) or a related field, with a focus on community engagement and alliance building.

  • Experience working with communities, preferably in a public health context, with a demonstrated ability to build and maintain community trust.

  • Knowledge of local languages and customs, as well as the cultural and political dynamics that impact immunization programs, is an advantage.

  • Digital literacy: The ability to use digital tools and platforms to support advocacy efforts, such as social media, email marketing, and online advocacy campaigns.

  • Capacity Building: the ability to plan and implement capacity building sessions with the support of IP for the inductees at levels lower than the said post.
