Overview of position

Under the overall supervision of the Protection Officer P3, and the direct supervision of the Senior Protection Associate and in close coordination with other colleagues including the Protection Referral and Assessment Team, the Specialized Protection Case Management Team, and the Analysis and Feedback Team, the successful candidate will Lead the implementation of IOM Libya’s Alternatives to Detention (ATD) activities in official detention centers

Role objectives
  1. Lead and manage the daily operations of the ATD Team, ensuring effective planning, task delegation, and performance oversight of all team members.

  2. Oversee and supervise the identification of individuals with critical protection vulnerabilities inside official detention centers, in line with ATD criteria and humanitarian priorities.

  3. Guide the team in collecting and organizing field-level data related to vulnerable cases eligible for release, ensuring consistency, accuracy, and ethical standards. Coordinate with the PxD data teams to produce tracking tools and quarterly dashboards on activities of the ATD team and emerging trends.

  4. Coordinate with the Protection Referral and Assessment Team and the Specialized Case Management Team to ensure proper referral and follow-up of identified cases.

  5. Liaise with detention authorities to facilitate safe access for the ATD Team and to support advocacy efforts for the release of migrants with urgent protection concerns.

  6. Review and validate advocacy notes, referral forms, and internal communications prepared by the team, ensuring high-quality and timely case submission.

  7. Collaborate with the Consular Support Team when embassy engagement is required for release purposes, and coordinate with the Community Hosting Team for prior planning and placement of individuals expected to be released.

  8. Provide regular updates and analytical inputs to the Programme Manager AVM and Protection Policy and Capacity Development officer to inform the broader ATD strategy and inter-agency coordination efforts.

  9. Represent the ATD Team in relevant coordination meetings, including the Detention Coordination (DC) Working Group and internal protection planning discussions.

  10. Ensure that the team adheres to IOM’s protection principles, confidentiality, as well as adherence to IOM gender, child safeguarding and PSEA policies and data protection protocols in all aspects of fieldwork and case handling. 

  11. Conduct any other duty as assigned
