Overview of position

In alignment with its "Disaster Risk Management and Disaster Risk Reduction Framework," IOM Afghanistan carries out disaster resilience activities to strengthen the capacity of communities vulnerable to natural hazards.  IOM DRR activities are operated in a close collaboration with ANDMA, reflecting a shared commitment to transparency, accountability, and community-centered disaster management. Under the supervision of Programme Officer (DRR), the selected candidate will oversee the national feedback mechanism, ensuring that community voices are systematically integrated into disaster preparedness, emergency response, and resilience-building efforts. This role supervises the regional Feedback Assistants and ensures consistent, high-quality feedback management across Afghanistan.

Role objectives

Core Functions / Responsibilities:

 

  • Supervise, mentor, and support the regional Feedback Assistants.

  • Oversee performance, provide feedback, and support professional development of team members.

  • Ensure effective intake, logging, categorization, and referral of feedback and complaints from all regions.

  • Monitor case management systems and ensure timely resolution and closure of cases.

  • Escalate complex or sensitive cases to senior management as per SOPs.

  • Ensure all feedback data is handled confidentially and in compliance with data protection standards.

  • Oversee that all staff related to feedback mechanism sign confidentiality agreements and adhere to that.

  • Oversee integration of feedback mechanism awareness into community volunteer training.

  • Ensure accessibility of feedback channels for all affected populations, regardless of literacy, language, or location.

Administrative Duties:

  • Prepare plans, consolidate and analyse the information collected from all regions, and produce monthly and quarterly reports at the national level.

  • Identify trends, lessons learned, and areas for program improvement.

  • Present findings to ANDMA, IOM, and other stakeholders as required.

  • Oversee the organization of meetings, training, and workshops related to feedback mechanisms.

  • Ensure proper documentation, record-keeping, and timely submission of reports and supporting documents.

  • Adherence/commitment to all religious matters/issues.

 

Coordination Duties:

  • Coordinate regular team meetings, provide technical guidance, and ensure consistent application of feedback SOPs nationwide.

  • Serve as the primary liaison between ANDMA, IOM, regional offices, and affected communities for feedback matters.

  • Facilitate regular coordination meetings and updates with stakeholders at national and regional levels.

  • Ensure compliance with donor requirements and internal policies Support the distribution of posters, flyers, and radio/SMS messaging to promote voluntary participation.


Required Qualifications and Experience

 

Education:

 

Bachelor’s degree in social sciences, Public Administration or a related field from an accredited academic institution with minimum four years of relevant professional experience.

 

Experience:

 

  • Experience in humanitarian, development, or disaster management settings, with at least 2 years in a supervisory role and a focus on accountability or community engagement.

  • Experience with case management systems, data protection, and reporting.

  • Working knowledge of Community Volunteers, Local Authorities, Partner Organizations.

  

Skills:

 

  • Strong organizational, analytical, and communication skills.

  • Proficiency in Microsoft Office Suite and data management tools.

 

Languages:

 

  • For all Applicants, fluency in English is required (oral and written).

  • Working knowledge of Pashto or Dari is required.

  • Fluency in all national language(s) are highly advantages.
