Our client plans to recruit 10 consultants as Emergency Health & Nutrition Assistants, 2 each in Jebalia, 2 Gaza, 2 Deir el Balah, 2 Khan Younis, 2 Rafah to support improved service delivery, capacity development, monitoring of primary healthcare services including maternal & child health such as BEmONC services & immunization, SAM / MAM services & IYCF, micronutrient & coordination related to Gaza health & nutrition emergency response.

Monitoring & field visit:

Conduct regular monitoring visits & assess the quality of health & nutrition services in facilities & medical / nutrition points / centres (OPD, antenatal, postnatal, referral of complicated cases, skilled birth delivery, immunization, acute malnutrition treatment outcomes, nutrition screening, IYCF - E counseling). Each ENO is expected to visit on average, 15 HFs (hospital, HCs & medical / nutrition points / in shelters) using the EUM / ODK & in case of special assignment given from the FO. Specific responsibilities include but are not limited to:

• Situation monitoring: The Emergency Health & Nutrition Assistant is responsible to monitor emergency health & nutrition situation, through various methods & reports to our client in Gaza. If required, visit IDP sites with NGO counterparts, to assess needs & identify the best way to reach out to them for the provision of primary healthcare & nutrition services (outreach activities in immunization campaigns, establishment of additional facilities or NGO operation or MHNT).

• On the job training: Provide mentoring & on the job training to health workers & nutrition staff on nutritional screening, IYCF counseling & adherence to SAM & MAM treatment protocols. Much more emphasis will be placed on supporting regular nutrition screening of IDP children & women for early detection of SAM as well as MAM.

• Data: To improve health & nutrition data recording, reporting & utilization, including conducting data quality assurance. Data of interest are number of people provided with OPD services, women reached with antenatal & postnatal services, supported with delivery or referral services, children immunized, desegregated by antigen & sex, nutritional screening & SAM & MAM admissions & performance.

• For nutrition screening: Ensure each shelter is mapped & screening is provided reported. Nutrition screening is tracer indicator for our clients nutrition response.

• For health services: Ensure each medical / point is mapped & immunization for all antigens is being provided. Ensure each medical / shelter point has maternal health services antenatal & postnatal services & where applicable, referral mechanism / pathways for complicated cases through an ambulance. Immunization, especially for penta & access to skilled birth attendants are the key indicators to be monitored.

• For SAM & MAM: Ensure case management is as per the standard & quality & keep close communication with the NGO partners supporting the services to ensure program data are captured & reported.

• CMAM facility expansion: Identify & update the health facilities operational / functional that can provide services to community including IDPs, facilities with SAM & MAM treatment services & health personnel providing SAM & MAM treatment & training needs. Conduct capacity assessment & work closely with NGO partners operating in the shelter in establishing new SAM & MAM treatment centers, considering all operating options such as static facility, mobile outreach through MHNT.

• Community engagement & mobilization: The consultant will work closely with the community structures & beneficiaries to promote positive health & nutrition social behaviours.

Health & nutrition supplies, specific responsibilities in this line include but are not limited to:

• Closely monitor supply need, gaps at facility level, alert the Health & Nutrition Officer for urgent action.

• Ensure proper supply management system is in place (request, distribution, storage & utilization) & misuse / abuse is not practiced at all level.

• Train the health personnel on supply stock management & prepositioning at facility levels.

• Ensure bin cards are kept for essential medicines & health kits, nutrition supplies, RUTF & routine drugs.

Coordination, specific responsibilities include but are not limited to:

• To support & strengthen nutrition sub cluster coordination at the lower levels, regularly take minute & share with the Nutrition Cluster Coordinator in Gaza through the Health & Nutrition Officer.

• Build a close working relationship with the local line UN & NGO partners supporting the IDPs to ensure the stakeholders keep themselves abreast of & have the same understanding on, the latest situational updates & actions being undertaken.

• To ensure that our clients health response is visible, update the Field Office Health Manager on priorities to be raised at the health cluster & areas of concerns to be handled at the health cluster forum.

Community engagement & coaching, specific responsibilities include but are not limited to:

• Given the complexity of the situation at the sites, it is essential to work closely with the organizational committees & structures at the various locations both UNRWA, Red Crescent & informal structures.

• To avoid duplication, coordinate with the health authorities on mapping of services.

• Building trust with the communities & staff is crucial for the effective provision of services.

Expected outputs include but are not limited to:

• Monthly travel plans for the upcoming month prepared by the last week of current month in consultation with the Health & Nutrition Officers based on the needs on ground.

• Monitoring of at least 15 facilities per month reported in the ODK / EUM / Kobo / site reports.

• Monthly activity & progress report one pager highlighting H & ENO’s proud moments.

• Constant use of ODK / EUM / Kobo to register field visits / submission of facility / point report.

• One human interest story per month.

Undertake mandatory courses basically on the subjects of:

• The Prevention of Sexual Exploitation & Abuse (PSEA) course is mandatory for all personnel (including consultants & volunteers).

• Accountability for Affected Population (AAP).

• Ethics.

• Humanitarian principles.

• Security in the field.

This role reports to the Health Manager, Nutrition Manager & Health & Nutrition Officer.

• University degree in medicine, clinical nursing, public health & / or nutrition (or at least an advanced diploma in clinical nursing) is required.

• Experience in conducting training in the management of severely malnourished children & in IYCF promotion.

• A proven track record of at least 2 years work experience in health & nutrition program & management of primary healthcare delivery.

• Management of severe acute malnutrition is an added advantage.

• Prior & relevant work experience in the Gaza strip is required.

• Must be fluent in both English & Arabic.

• Proven ability to work in a team in close collaboration with MOH & other counterparts.

• Strong planning & analytical skills, data management skills, high degree of self motivation & a task & output oriented work ethic.

This role has no team management responsibility.
