Overview of position

The United Nations Office for Project Services (Our client) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects globally. Our client provides sustainable project management, procurement, and infrastructure services to governments, donors, and UN organizations. With over 7,000 personnel in 80 countries, Our client offers logistical, technical, and management knowledge where needed. Our client implements around 1,000 projects at any given time, contributing significantly to results on the ground, often in challenging environments. In Yemen, the ongoing confl ict has severely disrupted supply chains and service availability. The reduced or absent provision of public services has led to disease and environmental degradation, with physical damage to infrastructure and interlinked sectors causing signifi cant consequences on service access and quality. Our client-Yemen is an active member of the United Nations Country Team, working with other UN organizations to support Sustainable Development Goals (SDGs). Our client designs projects to reinforce recovery and development priorities of the Yemeni government and partners in sustainable procurement, project management, and infrastructure through direct implementation, advisory, and transactional services. Our client is committed to promoting sustainability principles and national capacity development to serve people in need. Our client is undertaking a multi-sectoral engagement, funded by the World Bank, to restore urban services, primarily in energy, urban roads, water and sanitation (WASH), and municipality services, focusing on targeted cities in Yemen using an integrated approach. The United Nations Office for Project Services (Our client) is dedicated to supporting the humanitarian and development efforts in Yemen. Access to Water, Sanitation, and Hygiene (WASH) is a critical component of these efforts, essential for public health, livelihoods, and dignity, especially given the ongoing humanitarian crisis in the country. To enhance its capacity in delivering effective WASH interventions, Our client is seeking a qualified WASH Specialist to join its team in Yemen. This role will be

instrumental in ensuring the strategic planning, technical oversight, and successful implementation of WASH projects across various locations.2. Purpose and Scope of Assignment The WASH Specialist will be responsible for providing technical expertise, strategic guidance, and operational support for the planning, implementation, monitoring, and evaluation of Our client-supported WASH projects in Yemen. The incumbent will ensure that WASH interventions are technically sound, cost-effective, and aligned with national and international standards, as well as Our client's strategic objectives and humanitarian principles.

a. Project Planning and Implementation ● Lead the design and implementation of comprehensive WASH projects, including water supply, sanitation facilities, and hygiene promotion activities. ● Conduct thorough needs assessments and baseline surveys to inform project strategies and interventions. ● Develop detailed project proposals, budgets, and work plans, ensuring alignment with Our client policies and donor requirements. ● Provide technical support and strategic direction for UNOPS's WASH projects in Yemen. ● Lead the development of WASH project proposals, including technical designs, budgets, and logical frameworks. ● Ensure that all WASH interventions adhere to international best practices, national standards, and Our client guidelines ● Oversee the technical aspects of project implementation, ensuring quality control and adherence to specifications. ● Consider all stages of an infrastructure life cycle (design and planning, raw material acquisition, materials processing, construction, operation, maintenance, renovation, decommissioning, recycling) and optimize the value for money of the infrastructure proposed. ● Conduct regular fi eld visits to project sites to provide technical guidance, monitor progress, and identify challenges and solutions.

b. Technical Support

● Assessment and Design - Conduct assessments to identify WASH needs and prioritize interventions. - Develop technical designs for water supply and sanitation facilities, ensuring compliance with standards.

● Implementation Oversight - Supervise construction and rehabilitation of WASH facilities, resolving technical issues on-site.

● Quality Assurance - Establish quality control procedures for materials and practices; conduct regular inspections.

● Water Quality Management - Implement water quality testing protocols to ensure compliance with health standards and oversee treatment processes.

● Technological Innovation - Research and recommend innovative, sustainable WASH technologies, evaluating their feasibility for local contexts.

● Data Management and Reporting - Utilize data systems to monitor project progress and prepare comprehensive technical reports.

C. Coordination and Partnerships ● Represent our client in WASH cluster meetings and other relevant coordination forums at national and sub-national levels. ● Build and maintain strong partnerships with government counterparts, UN agencies, NGOs, and local communities. ● Facilitate knowledge sharing and capacity building among partners and stakeholders in the WASH sector. ● Liaise with donors and funding partners, contributing to reports and updates on WASH project progress.

d. Capacity Building ● Help develop internal WASH-related training and development of tools, guidelines, standards to improve program quality; ● Provide technical training and mentorship to UNOPS staff, implementing partners, and community members on WASH-related topics. ● Support the development of WASH-related training materials and tools.

3. Monitoring and Progress Controls ● Develop and implement robust monitoring and evaluation frameworks for WASH projects. ● Ensure timely and accurate data collection, analysis, and reporting on WASH activities and outcomes. ● Prepare comprehensive technical reports, progress updates, and donor reports on WASH interventions. ● Identify lessons learned and best practices from WASH projects to inform future programming.

a. Education (Level and area of required and/or preferred education) ● Advanced university degree (Master's or equivalent) in Civil Engineering, Water Resources Management, Public Health, Environmental Engineering, or a related fi eld. ● A fi rst-level university degree (Bachelor's or equivalent) with a minimum of two additional years of relevant work experience may be accepted in lieu of the advanced university degree

b. Work Experience ● 7 years with a masters, + 2 with the bachelor's, in WASH program management, design, and implementation, preferably in humanitarian or post-confl ict settings. ● Demonstrated experience in managing complex WASH projects, including emergency response and long-term development initiatives. ● Experience working with UN agencies or international NGOs is highly desirable

c. Language Requirements ● Fluency in written and spoken English is required. ● Knowledge of Arabic is a distinct advantage.
