Overview of position |
Our client is working to advance sustainable agriculture, promote responsible management of natural resources, and strengthen resilience to climate change. Through its global programs and strategic partnerships, Our cleint supports countries in designing forward-looking policies and implementing innovative solutions that promote the efficient, equitable, and sustainable use of natural resources — with a particular focus on agricultural water management. In Libya, agriculture is predominantly dependent on irrigation, particularly in the Fezzan region, where irrigated schemes serve as the cornerstone of food production. However, these systems are increasingly constrained by aging infrastructure, limited water productivity, and fragmented governance of water resources. The project OSRO/LIB/031/ITA, funded by the Italian Agency for Development Cooperation (AICS) and implemented by Our client, aims to strengthen water governance and productivity, modernize irrigation systems, and enhance both local and institutional capacities. |
Role objectives |
The project is structured around four main outcomes: 1. Development of water governance and productivity management plans through the MerWatplatform. 2. Rehabilitation and modernization of the Ghadwa irrigated scheme. 3. Strengthening of human and institutional capacities. 4. Project monitoring, and evaluation. In this context, Our Client is recruiting a consultant to provide technical expertise, ensure the effective coordination of project activities, strengthen water governance and productivity, and support the development of local and institutional capacities in the Fezzan region.
Coordination and Technical Management - Supervise overall project implementation and ensure the quality of interventions. - Facilitate coordination among national and local institutions, partners, and service providers. - Plan, monitor, and document all project activities. - Identify and document all stakeholders and service providers in Fezzan and at the national level, in line with the project’s activities. Strengthening Water Governance and Enhancing Water Productivity - Assess institutional and technical needs in agricultural water management. - Analyze governance and policies related to irrigation and sustainable water use. - Coordinate the collection and analysis of data on water use and productivity. - Support the integration of these data into the MerWat-Libya platform and validate technical information. - Facilitate the preparation of water productivity management plans and ensure project activity coherence. Support for Irrigated Scheme Rehabilitation and Modernization - Support preparation and validation of the Ghadwa irrigated scheme rehabilitation plan, coordinating technical studies. - Monitor and coordinate modernization works with farmers, technical service providers, and local institutions. - Support the establishment and operation of local water user associations and producer organizations. - Supervise pre- and post-rehabilitation data collection to measure impacts on water productivity and efficiency. Local and Institutional Capacity Development - Organize and monitor technical and institutional training for partners and beneficiaries. - Support logistics and coordination of study tours for staff and farmers. - Collaborate with Libyan universities and CIHEAM Bari to develop the master’s program “Water Management and Productivity.” - Identify capacity development needs and support the capitalization of training results. Monitoring, Evaluation, and Communication - Contribute to the establishment and monitoring of project performance indicators. - Support baseline studies and data collection for M&E purposes. - Implement the communication and visibility plan, including production of notes, technical briefs, photos… - Prepare monthly and semi-annual technical reports on project progress and provide recommendations. - Participate in result capitalization and final lessons learned synthesis. Administrative and Logistical Support - Ensure technical and administrative liaison between Our client, local authorities, and partners. - Support annual planning, logistics for missions and workshops, and service provider coordination. - Participate in coordination meetings and contribute to knowledge management and project visibility.
