Background Information - Peace and Security Cluster

The PSC is a principal service provider in the field of mine action with our client, UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with our client rules and regulations. It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

Background Information on our client:

Our client is the coordinator for Mine Action within the United Nations system, located within the Office of Rule of Law and Security Institutions (OROLSI) at the Department of Peacekeeping Operations (DPKO). It chairs the Inter-Agency Coordination Group on Mine Action (IACG-MA) and is the lead of the Global Protection Cluster (GPC) Mine Action Area of Responsibility (MA AoR). Mine action comprises five areas of work: clearance, risk education, victim assistance, advocacy and stockpile destruction. The United Nations applies mine action expertise to an increasingly wide range of explosive hazards, from unexploded missiles, artillery shells, rockets, grenades and mortars, to unsafe and unsecured weapons and ammunition, improvised explosive devices and cluster bombs. our client leads, coordinates and carries out efforts to mitigate these threats when mandated by the United Nations Security Council or, when requested by the Secretary-General or an affected country, often in response to a humanitarian emergency

Background Information our clients operations in Somalia 

Our client in Somalia as a component of the United Nations Support Office in Somalia (UNSOS) In line with the UN’s strategic priorities, they work across the humanitarian-development peace nexus, supporting emergency response, enabling stabilization, and fostering resilience. Its partnerships with donors, UN agencies, Somali authorities, and implementing organizations are crucial to delivering impactful and sustainable mine action interventions. Strengthening collaboration with key stakeholders—including government counterparts, international partners, and private sector actors is essential to advancing Somalia’s security and development objectives. Under the direct supervision of the Quality Manager QM under the Chief of Operations, the EOD Instructor - will play a critical role in our client’s efforts to reduce the threat posed by IEDDs. He/she will work closely with the QM and our client Operations Officers. He/she will work on the development of the quarterly training plan for AUSSOM and SSF, PDT inclusive of delivering a Train of Trainers (ToT) package and mentoring of host countries’ Pre-deployment Training (PDT) delivery. Prepare the IED threat brief for the sector in close coordination with our client sector Operations staff and any other tasks requested by our client. The EOD Instructor will be deployed to each of the regional/sector hubs, FOBs or any other temporarily manned locations by AUSSOM and SSF as required and tasked by our client.

Role objectives

  • Coordinate, facilitate and prioritize all operational tasking. 

  • Conduct Training Needs Assessment. 

  • Draft training reports, including post-training assessments and recommendations for continuous improvement 

  • Maintain up to date Standard Working Procedures and Training Management Packages reflective of the IED threat in Somalia. 

  • Promote sharing of knowledge within the Project team. 

  • Provide advice and input into the development of procedural documents related to EOD/IEDD matters in support of the project. 

  • Represent our client Somalia in providing guidance to their contractors and Project Managers. 

  • Provide guidance on corrective actions to be taken, following a Quality Assurance inspection. 

  • Conduct equipment maintenance and checks on all serviceable our equipment in training locations in mission and IMT locations. 

  • Test equipment on types of Improvised Explosive Device components and recommendations for equipment that is suitable for the Somalia IED threat, to the QM team. 

  •  Ensure proper maintenance of QA documentation and files. 

  • Other tasks as directed by the Project Manager

Key competencies

IMAS EOD level 3 and Advanced IEDD qualification (according to UN IEDD standards) EOD and IEDD qualifications should be from international military organizations that train and educate EOD/IEDD specialists. 

Computer literacy, in particular experience of using MS Office.

Internationally recognized driving license.

Minimum 5 years of experience in EOD/IEDD.

Previous experience in Somalia or other African countries, or the Middle East is desirable.

Previous experience of instruction and course development.

Fluency in English is required (speaking, reading, and writing)

Fluency in one or more additional official UNOPS languages is desired.
