Overview of position |
The Health Section requires the services of a HiE Extender to manage the oxygen system strengthening and monitoring activities, and to provide supportive supervision for the trauma care space improvement plan being implemented in the 12 targeted health facilities. Role objectives |
Objective: The Extender will be primarily responsible to support monitoring the effective functioning of the six new PIB – Oxygen plants and facilitating functionality of trauma care space improvement plan implemented in 10 ADB provinces across Western, South region and Daikundi, capacity development and supportive supervision/technical facilitation for sustained maintenance of the oxygen plants, and related program implementation. The selected candidate will also support national coordination efforts through the National Oxygen Working Group, co-led by WHO and UNICEF. Responsibilities will include facilitating workshops, conducting data analysis, and contributing to the national oxygen capacity assessment in collaboration with WHO. A unified, evidence-driven strategy is essential to maximize the impact of investments, prevent duplication, and build a sustainable oxygen delivery system in Afghanistan that supports both routine and surge health needs. Key tasks: 1. Installation and Functionality: Ensure all six PIBs/Oxygen plants are in optimal working condition, across the six provinces. This includes conducting at least two supportive supervision and handholding visits per site to ensure sustained operation, routine maintenance, and troubleshooting. 2. Monitoring Trauma Care Equipment: Oversee the use, and maintenance of biomedical and non-biomedical equipment provided for trauma care space improvement across 12 health facilities in 10 provinces, including those in the Southern, Western regions and Daikundi province. 3. Coordination and System Strengthening: Collaborate with partner agencies, including WHO and the National Oxygen Working Group, to support national-level oxygen system strengthening initiatives. This includes contributing to the national oxygen capacity assessment, ecosystem mapping, and identifying systemic gaps to improve oxygen access at all levels of the health system. 4. Maintenance: Coordinating with the relevant agencies to ensure timely action for any malfunctioning of devices/ biomedical equipment and facilitating routine maintenance of equipment particularly plant filters and concentrators, to maintain uninterrupted functionality. 5. Training and Capacity Building: Conduct refresher training sessions for hospital staff and maintenance personnel on the correct usage, handling, and maintenance of biomedical equipment. This is critical for sustaining long-term operational capacity, especially in high-demand and resource-limited settings. 6. Procurement and Supply Chain Support: If necessary, assist in identifying and sourcing replacement parts or consumables for medical equipment through local markets to ensure continuity of service delivery and equipment functionality. 7. Procure and supply of SIX oxygen plants and generators (medical and non-medical equipment) including components of oxygen generation plants to selected location (2024-2025) 8. Support space improvement for emergency trauma care facilities and capacity development of health care workers in coordination with IPs |

Key competencies |
