Or In lieu of master's degree, bachelor's degree in the same disciplines can be accepted with additional three (3) years of experience. Education in law is considered an asset (essential).

Overview of position

A central principle of the transition to democracy in Libya is that justice and security institutions need to be both responsive and representative to be effective and enjoy public confidence and trust. In the current situation, the rule of law system has shortcomings. It is characterized by a continuing crisis over the legitimacy of executive and legislative institutions as well as fragmentation of authority and continued divisions among political and security actors.

The country's legal system and judicial bodies have encountered significant challenges in operating at their best, notably due to a lack of modernization and digitalization. Outdated manual procedures persist, causing inefficiencies, delays in legal processes, and difficulties in handling and retrieving legal documents.

UN agencies have played a crucial role in aiding Libya's transition and stabilization. Our client 's involvement in Libya has been diverse, covering a wide range of areas focused on fostering sustainable development. This includes assistance in governance, the rule of law, and the enhancement of institutional capacities.

Our client is working collaboratively with Libyan authorities and institutions to strengthen legal frameworks, enhance the capacities of justice institutions, and promote access to justice for all citizens. The Strengthening Rule of Law in Libya project aims at contributing to peace, stability and an inclusive social contract for Libya. The project design is based on extensive learning, research, and consultations with a wide array of stakeholders in Libya. With targeted, country-wide activities, Our client  is contributing to increasing access to justice for all living in Libya. The Rule of Law project focuses on i) continuing to enhance capacities of institutions to deliver justice services; ii) partnering with local government actors to strengthen justice and fight impunity at community/municipal level; and iii) supporting CSOs and universities in service delivery. Our client  has actively supported efforts to modernize legal systems, advocating for the adoption and integration of technological advancements within the judicial processes.

Role objectives

Under the overall supervision of  Our client Rule of Law Project Manager, and with the support of the RBAS DRA support team, the consultant will be responsible for supporting the implementation of the Digital Readiness Assessment for Rule of Law institutions in Libya.

He will perform the substantive duties and responsibilities outlined below. The consultant will work on these tasks in collaboration with the Head of Governance and Rule of Law pillar. The consultant is expected to adopt a participative and inclusive approach that will be reflected in her/his methodology.

a. Map the relevant stakeholders to be consulted during the digital readiness assessment

- Based on a preliminary list provided by the Country Office, identify relevant stakeholders within Libyan rule of law institutions to interview for the expert checklist.

b. Complete the expert checklist of the digital readiness assessment

- Collect the data from the targeted national rule of law institutions (Ministry of Justice, Judicial Police, Ministry of Interior, Attorney General’s Office, Supreme Judicial Council). Collate information based on the provided expert checklist, which is focused on the rule of law institutions and covers the following areas:

o Digital governance and strategy.
o Regulatoryframework.
o Currenttechnologicalandinfrastructuresituation. o CybersecurityandDataPrivacy
o Digital identity and payments.
o Digital services and operations.
o Data management and interoperability.
o Publicreformandanti-corruption.
o Future planning.

  • -  Complete the justice sector digital readiness checklist for each institution. Complement the interview findings with a desk review as needed.

  • -  Identify main bottlenecks with the digital transformation of rule of law institutions in Libya

c. Support and facilitate the collection of data for the stakeholder survey

- Conduct a briefing with the identified stakeholders to brief them on the digital readiness stakeholder survey on the justice sector in Libya. The survey includes the following themes:

o Perception of status of digitalizing the rule of law sector.
o Perception of digital skills of people using the digital rule of law services. o Digital ecosystem enabling the rule of law digital transformation.

Assist the stakeholders with filling out the stakeholder survey (Microsoft Form link to be provided). Alternatively, compile the information from the stakeholders through an alternative means but using the survey questions to structure the findings.

d. Draft a report with all the information collected throughout the DRA

  • -  Compile all the information of the expert checklist in one report for each RoL institution

  • -  Compile the information of the stakeholder’ survey in one report for each RoL institution

  • -  Develop a set of preliminary recommendations for priority areas of work, categorized per responsible

    organization, based on the findings from the expert checklists and stakeholder surveys.

    The implementation of the above activities should include on-site visits, stakeholders' consultations (one-to- one meetings, technical group meetings1, online meetings, surveys, etc), and thorough data analysis of available data.

Project reporting

  •   The consultant shall perform tasks under the direct supervision of our client CO in Libya and in coordination with relevant colleagues in the Regional Hub.

  •   The consultant will report to the Rule of Law Project Manager and directly interact with designated personnel for guidance.

  •   The consultant is required to provide periodical progress reports on regular and needs-basis throughout the assignment to monitor progress. In order to ensure the assessment stays on track, enable validation of preliminary findings, and keep stakeholder expectations aligned throughout the process, regular review and alignment meetings with the Our clients  project team and relevant institutional counterparts should be scheduled.

  •   The consultant will be supported by the Governance and Rule of Law Team in the Country office to be connected with relevant stakeholders as needed.

  •   The consultant will need to engage with ministries, rule of law institutions, academia, civil society organizations, international organization and others as deemed relevant.

  •   Our client reserves the right to commission additional inputs, reviews, or revisions, as needed to ensure the quality and relevance of the work, if deemed necessary.

Key competencies

  •  Thorough knowledge of digital readiness and need assessments.

  •   Track record of management and organizational skills in system development

    activities.

  •   Thorough understanding of justice information in developing countries.

  •   Experience in working and collaborating with governments.

  •   Excellent knowledge of best practices and issues concerning digital

    transformation and ability to write focused digital transformation strategies and

    IT Master Plans.

  •   Demonstrates integrity and fairness by modelling United Nations values and

    ethical standards.

  •   Demonstrates professional competence and is conscientious and efficient in

    meeting commitments, observing deadlines, and achieving results.

  •   High sense of relational skills, including cultural, gender, religion, race, nationality and age sensitivity and adaptability, with a demonstrated ability to

    work in a multidisciplinary team.

  •   Ability to deal with multi-stakeholder groups.

  •   Excellent facilitation and communication skills.
